Responsibilities

  • Design, develop, and maintain web applications (C#, ASP.NET Web API, Angular, HTML, and MS SQL Server)
  • Maintain and/or convert existing applications written in legacy technologies like ASP.NET Webforms and ASP.NET MVC
  • Assist PM’s with complete software development lifecycle (SDLC)
  • Support and enhance key applications and IT systems
  • Automate business processes and build self-service features
  • Research and adapt to emerging technologies

Required

  • Strong communication skills
  • 4+ years of experience as a software developer
  • Bachelor’s Degree in CS, MIS, or related technology field preferred

SENIOR PROPOSAL WRITER

Centeva is looking for a Senior Proposal Writer to join our winning Business Development team.   At Centeva we don’t just work as a team, we win as a team.  As a Proposal Writer, you will work with subject matter experts using best practices to develop compliant, compelling, and high-quality responses to federal, state and/or commercial Request For Proposals (RFP). 

The ideal candidate is an excellent communicator and writer. He/she is able to convey technical concepts in simple, clear narratives with detailed images such as charts or diagrams. He/she will be intimately familiar with the product features and the functionalities of our organization.

Responsibilities include, but are not limited to: 

  • Reviews Request for Proposal (RFP), Request for Information (RFI) materials, client intelligence, competitive intelligence and understanding the audience intended for the material and the requirements of the project.
  • Creates documentation, guidelines, and instructions for the technical program or service response and provides training to everyone involved in the proposal development process.
  • Conducts interviews with key personnel, subcontractors, program managers, and subject matter experts to translate management and technical solutions and information into concise, compelling, credible proposal narratives in response to complex RFP requirements
  • Provides draft and final input to technical, management, past performance, personnel and/or cost/price sections of proposal volumes, which includes editing, proofreading, organizing, and rewriting content as necessary to meet requirements and highlight unique benefits/discriminators
  • Works with graphic designers to create illustrations, graphs, visual aids, or charts to assist the user in understanding the product/service. 
  • Participates in all phases of proposal development from RFP release to submittal to ensure consistency in voice and application of editorial standards.
  • Monitors deadlines, maintains contact with reviewers, and answers inquiries pertaining to content through e-mail and telephone communication.
  • Additional activities include peer review and color team reviews, as well as preparing documentation for various formal reviews
  • Supports the development and maintenance of a writing team content library and repository of proposal artifacts.
  • Supports the establishment and maintenance of necessary and relevant Standard Operating Procedures (SOP) to enhance the efficiency and quality of the writing/editing team and overall proposal group

Requirements:

  • Bachelor’s Degree in Journalism, English, Marketing, Communications (or comparable discipline) with 7-10 years of related technical and proposal writing/editing experience.  Formal proposal development training is highly desirable.
  • Comprehensive knowledge of the federal/commercial contract bid process and requirements, and proven skills in analyzing RFP requirements
  • Proven experience working both collaboratively and independently
  • Highly organized with the ability to manage a diverse workload, balance numerous priorities by setting tasks and timelines and meeting them in a fast-paced, deadline-driven environment
  • Must have strong analytical, research, reasoning, and problem-solving skills, as well as excellent verbal and written communication and editing skills
  • Ability to establish relationships and work closely with large and small teams of disparate personalities and technical competencies with competing schedules to produce complex quality documents for delivery to a variety of clients, such as federal, state and local governments
  • Must be able to effectively describe complex, technical solution and management approach details to lay audiences
  • Proficient in MS Office Suite (Word, Excel, PowerPoint, Project, Publisher and Visio) and Adobe Acrobat
  • Proficient in leveraging collaboration tools such as SharePoint, GoToMeeting, Teams, OneDrive and similar tools to effectively communicate with and manage team members in geographically disparate locations
  • Technical understanding of concepts such as Agile and larger system integration efforts, data management, and user adoption/change management is desirable
  • Understanding of the federal acquisition policy and lifecycle and project/program management, is highly desirable

  • Understanding of Operating Systems (OS).

  • AWS and the available cloud platform resources, e.g. Amazon Elastic Compute Cloud (EC2) instances and Amazon Network Load Balancer (NLB).  If the person has experience with other virtual environments would be helpful, i.e. Azure, VMware.

  • Other experience we would consider are Health Connect, DMLSS, POU, (familiarity with systems used by the Department of Veterans Affairs.
