Prepare cost estimates in accordance with the DOD 5000 and provide models in Government approved software in accordance with CDRL A001. The Successful candidate shall develop cost estimates by gathering cost, technical and programmatic data from Government and Successful candidate sources to expand or develop the estimate. The candidate shall also conduct cost studies which will enable the Successful candidate to develop acquisition documentation in all aspects of lifecycle management in accordance with CDRL A001. Acquisition documentation may consist of; but not be limited to DoD mandated documents such as the Cost Analysis Requirements Document (CARD), Program Office Estimate (POE) or Life Cycle Cost Estimates (LCCE), Economic Analyses (ES), Return on Investment (ROI), Sensitivity Analyses (SA), and also assist in the preparation of Independent Government Cost Estimates (IGCEs). Participate in cost/schedule status report reviews. 

The candidate shall assist in the review of weapon system contractor management control systems, interviewing weapon system contractor’s control account managers, and assessing compliance with EVMS in accordance with DoD 5000 once the Government has secured consent from subject contractors. The Successful candidate shall use Government owned software to analyze contractor cost and schedule performance data.

Requirements in Depth:

• Assist the Government by reviewing, analyzing and updating cost, schedule and performance data for the Program Manager-managed program’s acquisition process (e.g. Program Office Estimates for Milestone Decision Reviews, Cost as an Independent Variable, Cost Analysis Requirements Documents, and Cost Integrated Product Teams). Assist with the planning, documentation and reporting of tasks required for the management and Milestone Decision processes in the development of Program Office Estimates (POEs). Prepare and provide briefings to higher headquarters relating to POEs and cost methodologies used in the preparation of the POEs in accordance with CDRL A001. The Successful candidate shall not participate in future acquisitions that are related to the development of these cost estimates. All cost support noted in this section will be overseen by Government officials.

• In accordance with CDRL A001, successful candidate shall perform alternative analyses to support program planning and impact assessment of program budget, requirement and schedule changes as needed for Program Manager- managed programs contracting process (Independent Government Cost Estimates, Acquisition Plans, Earned Value Management, Source Selection Evaluation Boards, and Contractor Cost Data Reporting).

• Assist in performing comparisons of contractor cost and software data reporting, CDRL, and support cost comparison requirements (e.g. Analysis of Alternatives, Economic Analysis, Business Case Analysis) for acquisition plans, source selection plans and contracts.

• Assist in implementation of Cost Management/Activity Based Costing Program CM/ABC in accordance with relevant Army Business Plans. Prepare schedules, and, as necessary, supplement the Army Business Plan. Monitor the timely submission of CM/ABC actions to HQ, AMC to include the CM/ABC quarterly report. Assist in compiling program cost and schedule information regarding standardized activities and weapons systems for each Major Subordinate Command Business Area. Successful candidate shall report Business Area metrics as specified by the Government depending on the particular program at hand. Assist local managers by providing informal training on the proper conduct of CM/ABC functions, and how to implement process improvements.

• Perform reviews of acquisition plans for compliance with Cost as an Independent Variable (CAIV) requirements. Perform CAIV estimates in support of PM requirements. Submit all reviews in accordance with CDRL A001. The Successful candidate shall not be able to participate in future acquisitions that are related to the development of these cost estimates.

• Perform major cost and Economic Analysis (EA) studies, provide Life Cycle Cost Estimate (LCCE) support in accordance with LCCE guidelines, and provide supplemental analytical support and guidance on cost issues for C-E LCMC systems, programs and processes. Under the direction of Government officials, coordinate cost validations for Acquisition Plans, Economic Analyses, Life Cycle Cost Estimates (LCCE) and Program Office Estimates (POE) and provide such analyses in accordance with CDRL A001. The Successful candidate shall not participate in future acquisitions that are related to the development of these cost estimates.

• Conduct independent cost research studies to develop and maintain cost-estimating relationships, cost factors, mathematical cost models, simulations and learning curves.  

• Provide analytical support to the Command through participation in joint studies both within the Command and with external Army agencies. Provide status of joint study activities and meeting notes to Government officials and summarize information regarding these studies in accordance with CDRL A001. Participation in such studies shall not include representing the Government or making decisions and commitments on behalf of the Government.

• Provide technical and professional cost analysis and estimating support to DOD and Army special projects and working groups.

• Assist with the maintenance of the Command’s Cost Estimate Control Data Center (CECDC) in accordance with AMCR 37-4 “Validation of Cost & Economic Analysis.” Prepare reports on the results of the validation of analyses, highlighting those areas that may require further attention by management in accordance with CDRL A001. Ensure that all cost and economic analyses supporting Command and customer programs are validated and properly marked.

• Review and provide a report on financial information, contract work breakdown structures, cost and software data reporting requirements and management system requirements in acquisition plans, source selection plans and contracts in support of the command acquisition process as requested. Successful candidate shall be required to sign a non-disclosure statement and shall not be able to participate in future acquisitions that are related to the development of these analyses.

• Provide Contractor Review and Evaluation support of Subcontractors after the Government has obtained the consent of subject contractors. Support the analysis of contractor cost, schedule, and technical planning in conjunction with financial reporting requirements during the acquisition cycle.
