influencing strategy that responds to political opportunities with Congress, the Biden administration, and the US public in line with the priorities of Oxfam’s Central America Cluster (Guatemala, El Salvador, Honduras, and Nicaragua) and Oxfam America’s GRPP team in Washington, DC.

RATIONALE: President Biden has tapped Vice President Harris to lead the administration’s efforts to address the root causes of migration particularly from the Northern Triangle. In recent weeks, she and USAID Administrator Samantha Power have visited the region to meet with government officials and civil society organizations. OUS, Oxfam Mexico, and country offices in the Central America Cluster are keen to
use this opportunity to influence US foreign policy decisions, particularly related to poverty, insecurity, climate change, and governance challenges including corruption, impunity, reduction of civic space, and attacks on human rights defenders.


PRIMARY RESPONSIBILITIES:


Stakeholder Analysis

o Produce a mapping of key allies in academia, think tanks, and NGOs in Washington, DC including key areas of expertise and thematic priorities
o Work with the Global Policy Lead and GRPP colleagues to map key policymaker targets in Congress (including identifying their main areas of interest) and the Biden administration
o Work with the OUS Media Officer and Media/Comms staff in Central America to map key English and
Spanish-language journalists covering the region and their thematic areas of interest
o Work with the Head of the OI International Financial Institutions (IFI) Office in DC to map key stakeholders in the World Bank, IMF, and IADB working on Central America
o Work with Central America colleagues and the OUS LAC PMU Head to map key local, national, and international NGOs working in Central America and in DC on areas relevant to Oxfam’s work including both existing, former, and potential future partners/allies
o Synthesize key stakeholder mapping into a single stakeholder engagement strategy
Trend and Media Analysis

  • Keep GRPP team appraised of relevant media and policy debates related to Central America in Washington, DC, including by attending coordination calls with NGO partners and sharing notes and analysis

o Attend and produce analysis of relevant Congressional hearings and legislation related to Central America including but not limited to the RENACER Act.


Strategy Development
o Work with Global Policy Lead, Senior Civic Space Advisor, and the PMU Head for LAC to map historic and current OUS programmatic and policy engagement in Central America and compare with current advocacy priorities identified by the cluster director and four countries within the cluster in order to identify gaps, opportunities, and key moments at the national and regional level.
o Support the Senior Policy Advisor for Civic Space in the development of an immediate strategy to address the serious deterioration in democratic governance and civic space in Honduras and Nicaragua and mitigate and similar backsliding in El Salvador and Guatemala. The strategy should include analysis of influencing windows in relation to upcoming electoral cycles, opportunities for regional advocacy in response to anti-civil society legislation, and assessment of how protecting civic space and democratic processes connects to the U.S. government’s broader regional strategy, including as it relates to anti-corruption, gender-based violence, and – in coordination with
the Private Sector Team – promoting responsible private sector investment.
o Track and analyze the development of the Department of Justice’s new Anti-Corruption Task Force

Background:  Oxfam is a global movement of people who are fighting inequality to end poverty and injustice. We are working across regions in about 70 countries, with thousands of partners, and allies, supporting communities to build better lives for themselves, grow resilience and protect lives and livelihoods also in times of crisis. Because we want lasting solutions, we fight the inequalities that keep people locked in poverty and injustice, we tackle not the symptoms but the systems, and we campaign for genuine, durable change.

Due to its significant power, Oxfam works to channel the influence of the private sector to pro-poor ends. Oxfam engages in corporate campaigning, innovative collaborations, and pro-poor private sector development. Analyzing and addressing the private sector’s role in driving inequality has become a growing focus of this work.

Consultancy Overview: This project aims to advance the development and application of a robust framework, methodology, and strategy to assess individual companies’ contributions to inequality to be used in Oxfam’s influencing. Over the past two years, Oxfam has developed a solid foundation for this work, upon this project will build.

This consultancy will support Oxfam in moving from framework development towards building a use case and operationalization. The overall goal is to further refine the draft framework and to develop a strategy on how this work will find public use.  For that to happen, the existing framework and methodology needs to be further refined and tested.

The consultancy will also require significant internal and external engagement in order to collect expert input and build momentum and support for this project and ensure its utility for Oxfam teams and allies. While this project will initially be focused on the US context, there is the possibility of a global application of this work.

Objectives (until March 2022)

  • Finalize a methodology to assess individual companies’ inequality impact including a clear and logical structure, indicator definitions, specific benchmarks, scoring mechanism, and data sources
  • Test methodology and collect data on a set of companies across sectors (depending on additional capacity)
  • Develop a strategy for rolling out the methodology including potential targets, process and risks

Qualifications

Consultant profile

The ideal consultant will have the following profile:

  • Candidate for a graduate degree in Economics, Business, Political Science, Law, or related fields.
  • 5-7 years of experience in work relevant to this project
  • Experience in assessing company performance on sustainability issues (e.g. ESG reporting, sustainability reports, benchmark development)
  • Expertise in the key corporate sustainability issue relevant for this project, such as inequality, labor, tax, gender, corporate governance and supply chains.

-       To contribute to media and overall campaigns strategy planning (putting great emphasis on digital) for the country programs

PURPOSE:

This Advocacy and Campaigns Manager will have as a main purpose to ensure and cover the influencing objective JOBfor the whole programme of Oxfam in Senegal. This role will provide technical assistance to the Oxfam country team, local partners and allies in a strategic manner, whether virtually for staff in remote areas and through face-to-face communications.

The specific objective of the role is to develop and implement a clear country influencing strategy for the transformation of programmes. This will be done though influencing and supporting country teams to increase the impact of the Oxfam country programme at scale and bring change (in policy, practice, believes and/or attitude). This change will be driven by new resource strategies, partnerships relations and ways of working that will extend and amplify programme outcomes.

 

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

Strengthen the vision and leadership for influencing in Senegal

-      Responsible for providing overview and strategic direction of campaign and policy work in the Country, proposing future vision of campaigning and advising the HOPI on planning, prioritisation and resourcing of campaign and policy work.

-      Working with the HOPI, the Programme Managers and Regional Campaign Leads to identify campaigning priorities and develop a campaign plan (covering popular campaigning-public mobilisation and associated movement building-, lobbying, research and media work) for the country in line with country programmes and policy priorities.

-      Oversee the development of country communications strategy (working with the Regional Media Officer and the country Information and Communications Officer).

-      Identify and coordinate support with the HOPI for the translation of the OCSs into effective influencing programme designs and proposals.

-       Support the HOPI to develop appropriate ways of working that will ensure that they are externally focused and tuned to developments within their context ensuring the development of appropriate behaviours for influencing.

-       In collaboration with the Head of Programme and Influencing, ensure that the country programme is implemented consistently and coherently to promote collaboration, knowledge sharing and accountability across the whole organisation.

-       Strengthen the relevance, legitimacy and downward accountability of our global influencing initiatives.

-       Provide support to the Country Director and HoPI by staying abreast of and adjust to changing circumstances and understandings regarding international interventions and practices and anticipate, analyse and manage highly complex and diverse public policy issues and programme strategy, ensuring that Oxfam in Senegal and approaches include the latest thinking.

Lead influencing programme development and delivery

-      Provide guidance to the country team on good practice around power analysis, evidence based advocacy, public campaigning, effective messaging, risk assessment and ensuring the creation of clear and accessible tools and resources for teams to maximize their programme impact through Worldwide Influencing Network (WIN).

-      Work with country researcher and Country Program Managers to develop possible new campaigns

-      Work closely with HOPI, and Country Programme Managers to ensure effective delivery of campaigns and associated plans

-      In collaboration with the Digital in Programmes Advisor, explore the use of digital technology in our potential campaigning to scale up programme ambitions in this area.

-      Support the programme to develop effective alliances, networks, partnerships with multiple stakeholders for the effective delivery of campaign goals ensuring linkages at regional and global level.

-       Provide high level technical advice and support to managers on all policy issues and facilitate the development of quality policy papers.

-       As spokesperson for high-level lobbying/media work, manage external relations and public perception in addition to supporting wide dissemination of Oxfam’s policy positions, facilitating networking and ensuring that the organization has the necessary information to engage in influencing activities.

-       In line with country ambitions to engage with regional and global campaign initiatives and facilitate the development of influencing initiatives that where possible, connect to regional office, and OI Global Influencing teams.

-       Ensure that all public engagements are carried out in a consistent manner, protecting and promoting the brand and identity of Oxfam in all spheres - public messaging, communications materials, publications, media engagement, lobbying actions and public actions undertaken by Oxfam in Senegal.

Build country team capacity and autonomy on influencing

-       Work closely with HR to strengthen how influencing is embedded in country roles and HR systems (Job Descriptions, Annual Performance Objectives, Annual Performance Review, recruitment and induction processes)

-       Support the CLT to identify critical influencing capacity gaps among the country staff and partners and develop a plan of action to  support the development of such capacities.

-       Build capacity of country teams and partners on range of campaigns and advocacy methodology and tools that can be applied in programme activities.

-       Ensure the delivery of the Oxfam internal change agenda on influencing

-       Explore opportunities for regional engagement/programmes that add value to the achievement of the country programme goals.

-       Promote the integration of women’s rights into national influencing strategies when possible.

-       Provide specialist advice on in-country public media, communications and campaigns capacity.

 

People development and management    

-       Ensures that his/her team member have access to staff development opportunities, identifies/addresses capacity gaps and provides on-going counselling and support to his/her team member.

-       Manage and support the Media and Communication Officer and the Research Officer to deliver the Influence Strategy aligned with the OCS, providing leadership, inspiration and guidance and ensuring that the management of the team is in line with Oxfam’s HR policies and procedures.

-       With support from Human Resources Manager, manages the life cycle of individuals within the team from pre-recruitment to exit, including performance management processes, people’s development and working with HR on issues such as disciplinary matters among others.

S/he will undertak new research and ensure coherence, quality control and responsiveness to MEAL and uptake into practice and facilitating flow of research between external actors and Oxfam.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

-       Build capacities of programme and policy teams on research and policy analysis skills and methodologies, and to provide dedicated support to national-level policy work.

-       To provide support to country programmes to develop effective policy and research papers that meet high standards.

Job Description

The Manager for Advocacy and Campaigns, Private Sector (Remote) will build, direct, manage and strengthen Oxfam America’s private sector strategy for policy and campaigning and its capacity to engage key US-based private sector actors relevant to Oxfam’s priorities.  The Manager for Advocacy and Campaigns, Private Sector will support, manage and supervise PSD advocacy and campaigns staff in cross collaboration with other PSD managers.

  • Help build and guide the PSD team, through strategic planning and shared management responsibilities.

This role serves as the “hub” for various data and information related to OUS partnership with Countries, Clusters and Regions (CCR), including inputs such as country and regional operational plans, OUS Unrestricted (UNR) allocations and technical support; and outputs such as the One Program Report (OPR), Annual Operational Reports, Case Studies and stories of impact. This function works closely with the Knowledge for Impact (K4I) team, and the Public Engagement and Resource Development Divisions. A successful employee in this position will enable Oxfam America to effectively tell our impact story for multiple audiences: institutional donors, individual donors, Board, and staff in the US and globally.

 

PRIMARY RESPONSIBILITIES:The Senior Grants Quality and Partnership Manager will be responsible for the following:

 

1.     Strategy:

·       In close coordination with K4I, PE, RD, Regional Leads and Grants Officers, develop knowledge management and learning strategy.

 

·       Co-lead the establishment of mechanisms for learning and exchange between OUS and Strategic Partner Countries, Clusters and Regions (SP CCR) and other relevant stakeholders.

·       Help establish an OUS organizational culture that promotes and supports knowledge sharing across technical, cross-cutting, and country support/engagement teams.

 

2.     Knowledge and Learning:

·       In collaboration with the K4I team, develop an accessible database for all inputs and outputs from both OUS and SP CCR in the OUS Partner Affiliate planning cycle (i.e., from operational/horizon planning to reporting and learning products and outcomes etc.)

·       In collaboration with the K4I team and the OI MEL coordinator, develop a learning agenda from regional OUS contributions, specifically in the areas of Economic Justice, Climate Justice, Gender Justice and Humanitarian

·       In collaboration with the K4I, PE and RD teams, and other relevant staff in the Impact and Partnership Division (Global Programs), work with OI MEL and CCR partners to identify innovative approaches to knowledge management and dissemination in a post-COVID context.

·       Promote the application of new knowledge to improve development practice and effectiveness through a variety of tools, including the use of the Compass Platform.

·       Partner with Regional Leads and the Senior Grants Partnership and Quality Manager, to provide data periodic analyses and summaries of OUS contributions (money, people, time, impact etc.) in its partnership with CCR and Affiliates based in the Global South.

·       Disseminate learning products to relevant internal OUS audiences as needed for policy advocacy, program, and fundraising purposes.

 

3.     Knowledge Management and Partnerships:

·       Promote a partnership approach to behaviors, culture and ways of working

·       Connect, convene and broker knowledge between OUS and SP CCR staff (i.e. MEL, Media and Communications and Program Quality etc., staff at CCR level)

·       Support SP CCR with the identification of capacity for enhanced Monitoring, Evaluation and Learning (MEL).

 

4.     Other:

·       Participate in cross-divisional evaluation and learning initiatives related to knowledge and learning improvements.

·       Track and ensure OUS can capture data on inputs, outputs and impacts of its contributions for special grant initiatives such as the Agility Fund and Co- Financing initiatives to non-SP CCR.

1. Strategy:
 Co-lead to identify and develop strategies to optimize the grants process in the

and assign roles and responsibilities for unrestricted grant management cycle
 In conjunction with regional leads, ensure the preparation and presentation of
monthly, quarterly, and annual reports, on agency-wide grant making to CCR to
senior managers and directors across the Impact and Partnership Division –
including data on general grant performance and OI reporting mechanisms from
strategic partner CCR (e.g. One Program Report, Country Annual Operational
Report etc.).
 In conjunction with the GEP Director, oversee ongoing UNR budget planning
processes and the development of long-term budget plans and analyses.

The primary purpose of this position is to influence US foreign aid policy and practice to advance key aid reforms in US aid agencies in line with aid effectiveness principles and efforts to reduce inequalities, especially gender inequality. The Senior Policy Advisor will lead high-level advocacy efforts as related to the US foreign aid agenda, contribute to media outreach efforts, and conduct or support policy analysis. The position will play a key role in Oxfam’s strategy development and strategy implementation for all USG aid and development policy engagement, particularly around aid effectiveness issues, locally led development and aid and private sector engagement. The position will center reform efforts around a country-led, solidarity-driven approach to development that aligns with Oxfam’s values and feminist principles. 

PRIMARY RESPONSIBILITIES: 
• Contribute to the design and execution of Oxfam America’s (OUS) policy advocacy and plans to advance aid reforms in primarily US-based aid agencies, including USAID, MCC, and the DFC, including by providing strong policy and political analysis, in line with AET plans and OUS’s strategic plans. 
• Serve as expert representative and resource within Oxfam America and in public settings including public events, conferences and media on aid effectiveness issues, including the centrality of country-owned and locally-led development, gender and climate justice, and reorienting decision-making in the aid system towards the Global South, and decolonization of aid. 
• Support Oxfam America’s policy and advocacy strategies on the thematic area of aid and the private sector, focused on the US Development Finance Corporation.

The Senior Financial Systems Analyst is a key member of the finance team, providing foundational business partnering for cost center business planning and analysis. They create and maintain business intelligence reports and data models from ERP systems that enable FP&A and OUS Business Managers to analyze financial results to support Oxfam America’s strategic initiatives and overall performance. PRIMARY RESPONSIBILITIES:

Business Systems Analysis (60%)

·       Be the go-to person for the FP&A department in systems and automation

 

·       Advise on options, risks, costs versus benefits, and impact on other business processes and system priorities

 

·       Interact with partners to comprehend day-to-day operations and pain points, detail, and report business requirements to management, and improve efficiency of business applications

 

·       Drive medium to large scale projects for the creation and maintenance of business intelligence reports and services to address emerging needs

The primary purpose of this position is to influence US foreign aid policy and practice to advance key aid reforms in US aid agencies in line with aid effectiveness principles and efforts to reduce inequalities, especially gender inequality. The Senior Policy Advisor will lead high-level advocacy efforts as related to the US foreign aid agenda, contribute to media outreach efforts, and conduct or support policy analysis. The position will play a key role in Oxfam’s strategy development and strategy implementation for all USG aid and development policy engagement, particularly around aid effectiveness issues, locally led development and aid and private sector engagement. The position will center reform efforts around a country-led, solidarity-driven approach to development that aligns with Oxfam’s values and feminist principles. 

PRIMARY RESPONSIBILITIES: 
• Contribute to the design and execution of Oxfam America’s (OUS) policy advocacy and plans to advance aid reforms in primarily US-based aid agencies, including USAID, MCC, and the DFC, including by providing strong policy and political analysis, in line with AET plans and OUS’s strategic plans. 
• Serve as expert representative and resource within Oxfam America and in public settings including public events, conferences and media on aid effectiveness issues, including the centrality of country-owned and locally-led development, gender and climate justice, and reorienting decision-making in the aid system towards the Global South, and decolonization of aid. 
• Support Oxfam America’s policy and advocacy strategies on the thematic area of aid and the private sector, focused on the US Development Finance Corporation. 
• Develop strong relationships with allies, partner organizations, think tanks, and policymaker targets and represent Oxfam in relevant networks and coalitions, such as the Modernizing Foreign Assistance Network and InterAction.

Propósito y objetivos de la consultoría 

 

El propósito de esta consultoría es diseñar y validar un proceso metodológico y sus herramientas para medir adecuadamente la conectividad en base a una comprensión local de la conectividad y lo que está en juego en los diferentes contextos donde se implementa el proyecto, de manera que la medición de la conectividad sea replicable para otras áreas temáticas de Oxfam en las que Oxfam y sus socios trabajan. 

 

Los objetivos específicos son: 

 

  1. A través de un enfoque de colaboración con los actores locales, llevar a cabo consultas locales con los grupos objetivo que podrían beneficiarse de la medición de su nivel de conectividad en El Salvador y en Guatemala para aprender sobre lo que significa la conectividad en esos contextos específicos 

 

  1. Desarrollar métodos/herramientas de recolección de datos adecuados y participativos que permitan medir la conectividad en esos contextos 

 

3) Presentar los resultados de la medición de la conectividad al público objetivo a través de talleres de reflexión con el fin de validar, permitir a los agentes de cambio llegar a sus propias recomendaciones 

 

  1. Sistematizar, desarrollar y presentar directrices y herramientas metodológicas sobre cómo llevar a cabo y adaptar los métodos/herramientas de recogida de datos para medir la conectividad 

 

Alcance de la consultoría y enfoque y métodos, estableciendo los requisitos metodológicos básicos 

Esta consultoría se limita al contexto del programa ATECA implementado en Centroamérica: los departamentos de El Salvador (Morazán y San Miguel) y dos departamentos de Guatemala (Chiquimula y Baja Verapaz). 

Este programa comenzó en octubre de 2020 y se finalizará en diciembre de 2022. El propósito de ATECA es lograr que las comunidades de la región del Corredor Seco de Centroamérica tengan mejores capacidades para prepararse y codirigir los esfuerzos de respuesta y recuperación ante emergencias de pequeña escala, especialmente las causadas por amenazas naturales de "baja atención", y así reducir su vulnerabilidad ante los desastres. 

 

Los alcances ya identificados por las organizaciones socias que trabajan en las zonas 

Las organizaciones socias que implementan el proyecto ATECA en El Salvador y en Guatemala y han identificados a que nivel y que grupos meta que les interesan medir la conectividad, es posible que se cambia o se prioriza.

 

Algunas expectativas metodológicas: 

·       Decolonial: a través de un proceso de co-aprendizaje y donde se comprende lo que significa la conectividad para un grupo específico en un contexto específico 

·       Participativo: mediante el uso de herramientas y métodos participativos para recopilar información primaria  y presentarla analizada de forma visual y accesible en el idioma local, este principio también se refiere al enfoque de poder compartirlo a tomadoras y tomadores de  decisiones en diferentes niveles a lo largo de este proceso de consultoría 

·       Inclusividad: siendo sensibles a las experiencias diferenciales que pueden vivir las personas y los grupos, a sus diferentes formas de comunicación y niveles de comprensión de la información, y utilizando los métodos más adecuados que permitan a todos sentirse seguros para participar y hacer oír su voz en este proceso. 

·       Reflexividad: examinando las propias creencias, juicios y prácticas del equipo consultor y de otras partes durante el proceso de investigación y cómo éstas pueden influir en el proceso y los resultados.  La capacidad de poder hacer una reflexión entre el equipo consultor y los equipos conductores y de terreno de ATECA con la información recopilada. 

·       Recopilación de datos en presencial o a distancia: En este contexto de pandemia COVID-19, se tiene que evaluar en que momentos y de qué manera se puede levantar información por los respondientes metas dependiendo de las restricciones de las

Expectativas y apoyo al equipo consultor 

Las competencias y habilidades esperadas en el equipo de evaluación son: 

·       Competencias en investigación social u otros cursos certificados similares y relevantes para esta consultoría. 

·       Tener un mínimo de 7 años de recopilación y análisis de datos cualitativos con experiencia tanto en presencial como a distancia, y desarrollo comunitario, movilización comunitaria y otros campos relevantes. 

·       Tener un conocimiento muy sólido y experiencia en el uso de un enfoque participativo e inclusivo en el proceso de recopilación, análisis y presentación de datos, especialmente en el análisis y mapeo de redes/partes interesadas. 

·       Tener experiencia de trabajo en las regiones o países similares en los que se ha implementado el programa. 

·       Tener un buen conocimiento y demostrar la aplicación de normas y principios sensibles al género y/o feministas en la evaluación para integrarlos en la recogida de datos, el análisis y los informes o documentos. 

·       Buenas habilidades de comunicación verbal y escrita y de relaciones interpersonales para transmitir la información de forma precisa y concisa a diferentes audiencias, y para relacionarse con los equipos del país, los socios locales de ejecución, las partes interesadas locales y los miembros de la comunidad de forma respetuosa y culturalmente apropiada. 

·       Experiencia en la presentación efectiva de los resultados de una manera accesible, inclusiva y culturalmente apropiada, crear y moderar espacios de reflexión con los actores locales.

Requisitos

 

Proceso de selección del equipo de evaluación y expectativas de la propuesta de evaluación 

Oxfam invita a presentar ofertas de individuos y grupos de individuos con la experiencia y las habilidades descritas anteriormente. Por favor, envíe lo siguiente a Marion Cabanes en [email protected] antes del 19 de septiembre de 2021: 

 

·       Una breve expresión de interés de 2 a 3 páginas con una descripción del enfoque metodológico propuesto, una descripción de los productos esperados, una propuesta presupuestaria, un breve resumen de las cualificaciones y una muestra adjunta de trabajos anteriores similares. 

 

·       Un currículum vitae de no más de 4 páginas en el que se detallen las aptitudes y la experiencia pertinentes y se incluyan referencias con las que se pueda contactar (si se trata de un grupo, deberá presentarse un currículum por cada miembro del equipo de evaluación). 

 

Las entrevistas telefónicas con los candidatos elegibles se realizarán la semana del 20 de septiembre 2021. La selección final se realizará la semana del 30 de septiembre de 2021.
