• Part-time – 20-24 hours/week, equivalent to 2.5-3 days/week (flexible)

• Work Arrangement: Option to work hybrid / in-office (available if the candidate is located in one of SNV’s Countries of operations) or fully remote (must be available during Central European Time zone daytime work hours).  

To support the continued robustness of SNV’s internal governance, oversight and advisory of legal issues, we are seeking a part-time, experienced, and collaborative Global Legal Advisor to join the Global R&C Team. This role reports to the Global Legal and Governance Lead and collaborates closely with R&C Team members (mostly based in the Netherlands) as well as peers and senior leaders across SNV’s countries and operations.  

The Global Legal Advisor will provide contract review and legal advisory to all country offices, as well as legal coordination and corporate governance services to the Netherlands office.  

(Level of Effort estimates are indicative only) 

Contract Reviews and Drafting (50-60%): Perform contract review, drafting and advisory on Business Development contracts, partnership agreements, Memoranda of Understanding, Country contracts with partners, suppliers, donors, etc.  

Legal Advisory (25-30)%: Advise, asked and unasked, on country legal issues such as, property ownership, and constitution of new or closure of existing legal entities. Serve as an effective advisor or sparring partner for colleagues from peer functions on legal issues. 

Legal Coordination (10-20%): Coordinate relations and contract/account management with SNV’s external legal advisors, notaries, and related service providers. 

Governance (10-20%): Coordinate and/or oversee statutory records such as corporate registrations, filings, regulations. Facilitate corporate governance processes such as appointment and resignation of directors, shifting of registered office, compounding applications, etc. Ensure SNV has a license to operate in the countries it works in. Assure up-to-date Power of Attorney to Country Directors.  

Qualifications

Essential Skills/Experience 

• Advanced university degree in law from a recognised university and successful passing of the  Bar Exam 
• Minimum 7 years’ experience in legal advisory and/or contract reviews/ drafting within a complex international environment 
• Minimum 3 years’ solid experience in coordinating corporate compliance and accreditation processes 
• High degree of fluency in English – Clear and concise communication (written/spoken) is essential 
• Experience working in international and multicultural contexts  
• Strong persuasion, personal authority, and diplomatic skills 
• A flexible team player who is self-directed, detail-oriented, communicative, and a proven problem-solver. 
• Able to build trust and collaborative working relationships 
• Strong ability to work methodically and prioritize workloads. In doing so, achieve a good balance between speed and exactness 
• High integrity, ethical standards, and openness with colleagues 

Additional Preferred Skills/Experience 

• Master’s degree in a legal discipline with an international orientation 
• Experience in Corporate Affairs or Board Secretariat positions 
• Dutch and/or French language skills 
• Experience in project organisations with multiple financing sources  
• Thorough understanding and experience in these sectors: international NGO, international development cooperation and/or international consultancy

Job Description

SNV Laos is implementing a clean cooking promotion project, one of which is promoting electric cooking (eCooking). The project has considered Result-Based Financing (RBF) as an incentive mechanism to accelerate the dissemination of eCooking. Interested promotors are invited to submit their letter of intent to participate in RBF.

Evaluation will be made based on the information provided by promotors. The contract will be signed with selected promotors to implement the RBF.

1. Target areas to implement RBF

• Vientiane Capital: 4 villages
• Savannakhet: 3 villages
• Luang Prabang: 3 villages

Promoters need to specify the area in which they want to work. They can apply for three provinces or choose a smaller region only depending on their preference. 

1. Target Households

The total number of target households under this scheme is 2,000 HHs. The number of Households per village will be between 150 and 500 HHs.

1. Scope of Works

• Demand activation and collection from community people for eCooking appliances
• Support community people to purchase the eCooking appliances
• Reach out to the project team to get the necessary technical support
• Collect the purchase receipts from customers, compile them and submit them to the project team on a monthly basis to claim the incentives

Eligible Technologies:

The following eCooking technologies qualify for RBF

• Induction
• Infrared
• Electric Pressure Cooker (EPC)
• Rice Cooker
• Multi-Function Electric Pan

1. SNV’s Role

• Provide technical assistance and capacity-building support
• Monitor and evaluate the implementation of RBF activities
• Disburse RBF funds based on achieved results.

1. Incentives

• Maximum Incentives per household will be 5 USD. Preference will be given to those promotors who offer less. 

1. Results Measurement and Verification:

• Baseline data to be established.
• Progress report supported by sales record/ purchase receipt
• Regular monitoring and verification to assess progress.
• RBF payments to be made based on independent verification survey results

1. Payment Mechanism

• RBF payments will be made in accordance with the agreed-upon results. Deductions will be made if the verification result is less than 90%. No incentives will be paid if the verification result is less than 50%.

Interested promoters to participate in RBF can collect the detailed TOR from the SNV office in Laos or request via email. The applicant shall submit the letter of intent (LoI) highlighting their understanding of the assignment and rates. Include any previous works that demonstrate your experiences and achievements.

Dự kiến ngày 19-22 tháng 1 năm 2024,  Tổ chức SNV sẽ tổ chức khóa tập huấn 3,5 ngày tại thành phố Cần Thơ cho 20 Doanh nghiệp được lựa chọn tham gia Dự án TRVC với các nội dung sau:

1. Tập huấn nâng cao năng lực quản lý nước trong canh tác lúa như một biện pháp tự nhiên nhằm tiết kiệm nước và giảm phát thải khí mê-tan (1 ngày).
2. Tập huấn nâng cao năng lực về các vấn đề bình đẳng giới, đảm bảo công bằng xã hội có sự tham gia của người khuyết tật; gọi tắt là GEDSI. Các chỉ số đánh giá cho một chuỗi liên kết đảm bảo GEDSI.
3. Tập huấn sử dụng ứng dụng MRV của dự án TRVC để  khai nhập và báo cáo  các thông mùa vụ  và nông hộ tham gia; phục vụ công tác quản lý và theo dõi, đánh giá và tính toán kết quả hiệu quả từ các ruộng tham gia vào dự án TRVC.
4. Tập huấn các tiêu chí và biện pháp giám sát nhằm đảm bảo an toàn lao động, xã hội và môi trường tại DN và trên cánh đồng liên kết; đáp ứng các quy chuẩn của Quốc tế (0,5 ngày)

Trên cơ sở đó, Tổ chức SNV kính mời các đơn vị tham gia nộp Thư bày tỏ quan tâm từ các Chuyên gia Tư vấn độc lập hoặc Nhóm Chuyên gia Tư vấn (ưu tiên Nhóm tư vấn tận dụng các chuyên môn đa dạng: nông học, thủy lợi, đo đạc và tính toán lượng phát thải khí nhà kính) để thực hiện hai nhiệm vụ sau:

1. Thiết kế nội dung tập huấn và trực tiếp giảng dạy để các doanh nghiệp nắm được nguyên tắc quản lý nước ngập khô xen kẽ hiệu quả cho các giống lúa khác nhau; và cho 2 vụ Đông-Xuân và Hè-Thu ở ĐBSCL. Sử dụng dữ liệu đo phát thải từ các chương trình/dự án đã triển khai để minh họa mối tương quan giữa chỉ số nước ngập trên ruộng lúa và lượng phát thải khí mê-tan thực tiễn. Trong nội dung tập huấn cần cung cấp kiến thức nền tảng về quản lý mùa vụ tối ưu hóa nhập lượng đầu vào (giống, phân bón, thuốc BVTV) và xử lý rơm rạ hiệu quả, mang lại hiệu quả kinh tế tuần hoàn và giảm phát thải khí nhà kính.
2. Hỗ trợ khoảng 20 doanh nghiệp chuyển các kiến thức từ lý thuyết sang áp dụng thực tiễn vào khu vực canh tác cụ thể của doanh nghiệp; thông qua hai hình thức: 1. Xây dựng mẫu biểu quản lý nước tiêu chuẩn (có thể dùng excel) và tập huấn sử dụng mẫu biểu này để doanh nghiệp đưa các giống lúa khác nhau/độ dài sinh trưởng khác nhau vào áp dụng và thực hành ngay trên lớp; 2. Cung cấp các câu trả lời, thắc mắc của doanh nghiệp trong vòng 60 ngày kể từ ngày tập huấn thông qua nhóm Hỗ trợ Kỹ thuật chính thống do SNV quản lý và cấp quyền truy cập.

1. Cán bộ/ giảng viên/ chuyên viên đào tạo có tối thiểu 5 năm kinh nghiệm trực tiếp triển khai các chương trình tập huấn sản xuất lúa bền vững như 1 Phải – 5 Giảm hay SRP cho Doanh nghiệp, HTX và Nông dân sản xuất lúa ở ĐBSCL
2. Hồ sơ chứng minh năng lực của các cá nhân và cả nhóm tư vấn về các kinh nghiệm thực tiễn có thể đảm nhiệm và thiết kế được nội dung tập huấn, các tài liệu giảng dạy, mẫu biểu quản lý nước đã được công thức hóa (formulated excel) phù hợp với từng vùng sinh thái (đất phù sa, đất pha cát, đất phèn) và từng giống lúa với thời gian sinh trưởng từ 85-110 ngày.
