About the role:

The Director of Data Science will be responsible for leading in all aspects of BlueLabs’ modeling work and experimental and causal inference work, including statistical methodology, validation, and innovation. This person will manage the process, analysis and execution of modeling and experimental design and guide our Data Science team’s efforts, translating them for other clients and projects. This leadership position will directly manage a team of data scientists and have experience coaching, guiding, developing, and mentoring a team. 

In this position, you will:

  • Lead on modeling methodology, including the introduction of new and innovative solutions to existing problems, as well as the methodology of causal inference and experimental design
  • Build and maintain team-wide statistical best practices for the execution of our research projects
  • Manage a team of 10+ data scientists and analysts
  • Create and deploy team-wide standards for the development, assessment and QC of our core processes and functions
  • Partner with our Client Solutions team to plan and execute models and research designs including developing proposals on the feasibility of modeling and/or experiments 
  • Develop and implement training and professional development programs for the Data Science team to continuously improve and grow team members’ skill sets, implementation and refinement of  statistical methodology, and the vetting and incorporation of new techniques
  • Coordinate with team members within and across-divisions on the surveys that will inform the modeling and research efforts
  • Ensure that research adheres to statistical rigor
  • Advise on other research priorities for clients such as message testing and qualitative research
  • Lead BlueLabs internal research on modeling best practices, validations and techniques  
  • Work alongside our Client Solutions and Insights teams to allocate staff time and resources to accomplish client deliverables
  • Act as the internal authority on new research in the community 


What we are seeking:

  • Bachelor’s degree in a related field with statistical background
  • 5+ years’ experience in varying aspects of statistical modeling and causal research including the deployment of models in a real world setting 
  • 2+ years experience leading, coaching, developing, and working with technical teams 
  • Ability to effectively communicate technical concepts to a non-technical audience, both in writing and verbally
  • Demonstrated experience defending statistical methods and detailing their implications as well as manipulating different data sets to identify clear insights 
  • A strong sense of process, organization, and collaboration 
  • Experience with programming languages such as Python and SQL and statistical software such as R, SPSS, etc.
  • Proven success conducting data analysis on tight deadlines where the problem is unstructured, or the guidance is open ended
  • Expertise in various spreadsheet and presentation softwares including, but not limited to, Excel, Google Sheets, PowerPoint, and Keynote
  • Passion for harnessing data-driven solutions to improve social outcomes and dedication to finding the best solutions for our clients and stakeholders  
  • A keen sense of clear design and attention to detail, with the ability to recognize patterns and to check assumptions - whether they are your own or someone else’s

About the position:

The Engineering Manager will help support, lead, and develop the software engineering and technology that powers all of our programs across all of BlueLabs. Your team will work to ensure all data,  applications, and resources are available and accessible. Working collaboratively with team members, you will also strategize, develop, and implement efficient and secure structures which support our client work. 


In this position you will:

  • Manage a 5-person Engineering team with a wide variety of skill sets and responsibilities
  • Conduct regular code reviews in a variety of languages, including python, c# and typescript. 
  • Regularly contribute, in a hands-on manner, writing code and reviewing code written by members of the Engineering team
  • Manage and drive procurement for third-party products that the Engineering team depends on
  • Lead and monitor the successful development and delivery of team projects and operations 
  • Continuously develop cross-functional relationships with product, engineering, and key stakeholders across teams and domains
  • Mentor and manage engineers from entry-level to senior, and coach and guide direct reports through their career development

Who You Are:

  • 5+ years experience in software development; proven success contributing to code bases, including Python, C#, Typescript, or similar interpreted programming language
  • A minimum of 2+ years experience leading a team of Engineers with a proven ability to coach, mentor, and develop a growing team; proven track record of steering regular one-on-one meetings with direct reports and tailoring their rhythm and content to the needs of the individual
  • Deep technical knowledge and experience working in a data-focused organization or a passion for data and analytics
  • Experience in AWS or other cloud provider infrastructure including account management, user management, role-based permissions, and infrastructure as code
  • A bias for action and a passion for solving problems, often in a changing environment, and the flexibility to adopt new technologies when the time is right
  • Familiarity with data-focused tooling at any part of the stack, including Airflow, cloud data warehouses, analytical/BI tooling, and data science tooling 
  • Demonstrated proficiency with software engineering methodologies and a disciplined approach to testing and driving reductions in technical debt while ensuring that documentation is prioritized
  • Ability to strike a balance between providing tactical, hands-on support with analyzing processes and systems for future optimization
  • Experience running Agile or similar project management ceremonies, including efficient daily standups, iteration planning meetings, and retrospectives; ability to convert long-term projects into manageable tickets for engineers with the help of senior staff
  • Familiarity with web development at whichever part of the stack and the tools used to serve web applications, including Docker containerization, Kubernetes, and Helm
  • A collaborative, curious, and inclusive approach to work and a deep respect for  colleagues
  • Experience with Git and version control, specifically in GitHub
  • Demonstrated understanding of CI/CD pipelines, why they’re important, and tools like CircleCI, GitHub Actions, or Jenkins

The Operations & People Fellow will support our team in helping BlueLabs run a smooth operation - from things like maintaining accurate contract records to tracking compliance towards contract terms when needed.


The Operations & People Fellow will work with BlueLabs for 12 weeks at 40 hours per week, from June 5, 2023 - August 25, 2023.


In this position you will:

  • Upkeeping our Contracts Database to ensure contract information is accurate and up-to-date
  • Responding to legal questions for staff and drafting/reviewing contracts for client engagements
  • Gain experience navigating the complex legal landscape of intellectual property, privacy, and campaign finance regulations as they relate to BlueLabs and its client work

About the role:

As a Reporting Analyst, you will help the Insights team create and maintain business intelligence reports. You should have an eye for design that creates engaging interactive dashboards for users. Additionally, the Reporting Analyst should have knowledge of how to take raw data and transform it into effective base tables containing KPIs to be used in reports. You would be a relied upon expert for internal teams on all things reporting and would engage with other team members on reporting best practices, report troubleshooting, and general training on report development. The Reporting Analyst reports to the Director, Data.

 

In this position you will:

  • Develop, maintain, and manage dashboards in Tableau and other BI solutions.
  • Work with cross functional stakeholders, both internal and external to gather requirements for dashboards, and work iteratively with those stakeholders to ensure BI solutions met their needs
  • Build and automate data pipelines used in reporting using SQL
  • Advise and train others internally on best practices when building dashboards and dashboard pipelines
  • Provide technical expertise in areas of report architecture, design, and implementation
  • Create documentation for BI dashboards and pipelines detailing data sources, KPI calculations, and dashboard elements and functions
  • Hold trainings for dashboard users on basic functionality, information covered, and limitations of dashboards
  • Create and implement processes to ensure data accuracy and accuracy of report filters, calculated fields, and other functions
  • Optimize reports to improve load times
  • Troubleshoot issues with dashboards with team members
  • Ensure consistency by adhering to a set of software coding and style guides

What we are seeking:

  • At least 2 years of experience developing business intelligence dashboards using Tableau.  This experience should include requirements gathering, design, and final dashboard implementation
  • At least 2 years of experience using SQL to analyze data and create datasets to be used in dashboard development
  • Ability to synthesize complex business requirements to technical specifications into visualizations that provide insightful analysis
  • Experience creating documentation about dashboards including written documents and live training sessions
  • Familiarity with Tableau server monitoring and administration
  • Experience effectively troubleshooting issues with dashboards and implementing solutions to fix issue or improve performance
  • Experience working with geospatial data
  • Familiarity with Git, or experience with other version control system

You will play a critical role in supporting a digital marketing solution for several high-profile websites run by the Centers for Medicare and Medicaid Services (CMS). You should have experience working in a cross-functional team of partners in which you were responsible for email performance analysis.

  • Analyze data from disparate data sources to distill human-centered operations and processes into meaningful insights

The team helps ensure data pipelines are up and running, breaks down data silos to ensure we aren’t duplicating acquisition efforts, and creates documentation to help the Insights team better understand the data they are working with. The Data Department is also the go to for analyzing the value of new data for acquisition and exploring how to better utilize our internal data.

 

About the role:

As a Data Engineer I, you will help the Data Department and Insights project teams establish and maintain data pipelines for internal data sources and data sources related to our client engagements. The Data Engineer I is critical to our client work which requires proactive and continuous improvement as well as  prompt responsiveness to changing circumstances – particularly in handling data quality issues and adjusting the team’s end-to-end pipeline deployments. Your track record stepping into this role should reflect domain knowledge in data ingestion and transformation, including experience adapting to changing technologies and/or client priorities.  The Data Engineer reports to the Director, Data.

 

In this position you will:

  • Analyze, establish and maintain data pipelines that regularly deliver transformed data to data warehouses
  • Read in data, process and clean it, transform and recode it, merge different data sets together, reformat data between wide and long, etc.
  • Create documentation for data pipelines and data sets
  • Work closely with data analysts to understand, identify and effectively respond to their specific needs
  • Coordinate with the vendors, clients, and other stakeholders as needed to stand-up or respond to issues with data pipelines
  • Perform one-off data manipulation and analysis on a wide variety of campaigns data
  • Produce scalable, replicable code and engineering solutions that help automate repetitive data management tasks
  • Make recommendations and provide guidance on ways to make programs, campaigns, and data collection more efficient and effective
  • Ensure a high-level of data accuracy through regular quality control


What we are seeking:

  • About 2+ years of experience working with data pipeline solutions; beyond exact years, we seek candidates whose experience working with data pipelines provides the ability to proactively advise and then deploy solutions for our client based teams
  • Experience processing data using scripting languages like Python or R
  • Understanding of how to manipulate data using SQL or Python
  • Experience designing data models that accounts for upstream and downstream system dependencies
  • Experience working in modern data processing stacks using tools like Apache Airflow, AWS Glue, and dbt

In this position you will:

  • Lead quantitative research projects (including managing experimental designs, RCTs, tracking digital marketing programs, statistical modeling, and survey development and analysis) 
  • Lead the generation of weekly insights and client deliverables
  • Play a critical role in providing valuable strategic business insight and actionable recommendations to senior client leadership
  • Assess the performance of various marketing experiments and RCTs on an ongoing basis to identify new opportunities and insights

About the role:

As a Data Engineer, you will help the Ripple team establish and maintain data pipelines for internal data sources and data sources related to our client engagements. The Data Engineer is critical to our client work, which requires proactive and continuous improvement as well as  prompt responsiveness to changing circumstances – particularly in handling data quality issues and adjusting the team’s end-to-end pipeline deployments. Your track record stepping into this role should reflect domain knowledge in data ingestion and transformation, including experience adapting to changing technologies and/or client priorities.  The Data Engineer reports to the Ripple Product Manager.

  • Analyze, establish and maintain data pipelines that regularly deliver transformed data to data warehouses

The Senior Program Manager will be responsible for leading BlueLabs’ engagement with a project. You will lead the partner relationship and lean on a team of analysts, data scientists, and engineers to drive high-impact results for millions of Americans.


This position reports to the Director, Civic Tech. 


In this position you will:

  • Direct overall vision, goals, and initiatives for the data analysis, data science, and other team pods on the project.
  • Provide day-to-day supervision, guidance, coaching, goal-setting and intellectual leadership to pod leads; you’ll also collaborate on guiding the analysis tasks with your team.

Tools of the Trade

About the Role

As part of the Insights at BlueLabs, you’ll be working with a group of analysts and data scientists who work across BlueLabs’ client sectors, including commercial, political, and non-profit clients, to inform data-driven decisions and strategy.This position requires a mix of analysis and data management as well as client presentation and communication. You’ll be responsible for hard analysis as well as putting together the data infrastructure, reports, and calculators that will power our solutions as well as creating the client-facing materials that summarize those findings.


Analysts at BlueLabs are the ones with the best understanding of the nuances of a client’s data and our solutions. They can execute on the perfect solution but can also discover the answer that gets us 95% of the way there is a quicker and more efficient way.Some of our work is templated, but our team excels when they come up with creative solutions to the problems. This will require creating new calculators or analyzing existing outputs in a new light.

  • Analyze polling data to discover trends and insights and then create a report that clearly communicates your findings

About the Team:

The BlueLabs Data Science Team develops deep expertise and uses data to inform strategic advice to our clients. Our polling work designs, implements, and fields tools that power our analysis and messaging. We take a deep dive into research that looks at what motivates people to vote, buy a product, hold an opinion, and whether campaigns are successful. Our statistical research identifies areas where we can better assess the impact of various factors in the campaign and polling areas. Our fast-paced, impact-driven team conducts innovative analysis to support our clients’ work. We bring definition to challenging problems, creatively identify data sources, then design analytics that accurately measure impact and move the needle every day. We work in changing, ambiguous environments, so we embrace nuance, inclusivity, and complexity to deliver programs that work for the diverse groups of individuals who rely on us.


About the Role:

Data Analysts are instrumental members of BlueLabs Data Science and engagement teams. They gain exposure to all parts of our process, from collecting and organizing data, to analyzing trends and predicting outcomes, and working with clients to understand how these insights can be used to improve program efficiency. Data Analysts are able to work both as part of a team and independently, completing projects in a fast-paced environment, error-free, and on short deadlines. You will receive strong mentorship and be given a chance to complete projects independently.  


What You’ll Do:

  • Analyze data, as well as contribute to the design, implementation, and delivery of analytics products and services
  • Support the team in building predictive models, tools, and data visualizations
  • Check data and modeling results for quality and clean, transform, aggregate, and report on data as needed
  • Collaborate with engineers, data scientists, program managers and external stakeholders to troubleshoot problems and proactively create solutions
  • Strive to support team excellence by documenting processes and evangelizing new approaches
  • Work both independently and as part of a team to deliver accurate products on short deadlines
  • Such other reasonable tasks as may be assigned by management.

What We are Seeking:

  • An undergraduate degree in a quantitative field or equivalent work experience
  • Conceptual understanding of foundations of statistics and modeling (distributions, parameter estimation, confidence intervals and tests, etc.)
  • Proficient understanding of a statistical programming language such as R, Python, or Julia
  • The ability to create informative and engaging data visualizations using industry leading tools
  • The ability to build predictive models using regression and machine learning techniques
  • The ability to effectively communicate technical concepts to a non-technical audience, both in writing and verbally
  • Knowledge of experimental design and causal inference
  • The ability to create user interfaces for new products using frameworks such as Shiny or Django
  • The ability to learn SQL to manipulate data
  • This position requires that you successfully attain and maintain a Federal Public Trust background investigation that our government clients require. This includes a requirement that the individual has US Citizenship or US residency for three of the past five years.

We expect to hire this position in October 2022. To get there, we anticipate the successful candidate will complete two interviews (HR phone screen +  virtual interview) and a technical assessment. About the role:

Data Scientists use a combination of statistics, programming, and domain knowledge to solve problems, ranging from customized solutions for specific clients to creating the methodological backbone for our internal products. They have strong technical skills and are also creative thinkers who are always looking to innovate and deliver value to our clients. They aren’t afraid of messy data, and are comfortable working in a fast paced, production-oriented environment. Our team members receive strong mentorship and are given a chance to complete projects independently.  


In this position you will:

You will work on a fast-paced, impact-driven project team charged with intelligently improving the operations powering the policies and programs that hundreds of millions of Americans interact with on a daily basis. Our work builds the frameworks and infrastructure that allows agencies to deal with big public health challenges. About the role:

This position is a DevSecOps engineer, or a software engineer/developer with substantive experience with system administration and security, who wants to work at an organization where they are empowered to deploy their skills to make lasting positive change. You’ll provide direct DevSecOps support for a high profile federal web property, and know your day-day work is directly creating a better experience for federal employees, federal job seekers, and numerous other stakeholders. The ideal candidate will be comfortable working with diverse stakeholders to manage expectations and provide robust guidance in their areas of responsibility. We’re not building a team for a day—we are building a collaborative community of engineers, analysts, and data scientists. More than anything else, we’re looking for people who are excited by our mission, love to create, are honest about what they know, fascinated by what they don’t, and relish the opportunity to work with people who value the same.


In this position you will:

  • Work closely with technical stakeholders to define security strategy and execute on it.
  • Implement automation to enable developers to easily consume security services.
  • Design a secure application-release automation process to make security an integral part of the CI/CD pipelines.
  • Ensure security, reliability, and performance of a web property with tens of millions of users.
  • Partner closely with developers, analysts, and other internal users to ensure they have an experience that allows them to quickly and securely ship the features they build.
  • Enforce standard methodologies, processes and tools and ensure compliance to enterprise architecture, global information security policies and engineering strategy.
  • Implement automation to investigation and response workflows for Automated Incident Response.
  • Be an integral member of a team to create a Disaster Recovery Plan for the projects you’re on.
  • Create specifications for pentesting performed by an outside contractor.
  • Perform Azure configuration review on the projects you’re involved in.
  • Be the main DevSecOps point of contact for important government projects.


What we are seeking:

  

  • 2+ years of Information Security or engineering experience.
  • 2+ years of direct experience in at least one Public Cloud (Azure, AWS, or GCP).
  • Familiarity with SecOps processes including detection, monitoring, alerting and threat intelligence.
  • Expert knowledge of integrating crucial security tasks into CI/CD pipelines.
  • Strong knowledge of software development methodologies and the software development lifecycle.
  • Strong knowledge of container security and secrets management.
  • Working experience with configuration management.
  • Demonstrated experience with secure development, coding, engineering practices.
  • Experience with Infrastructure as Code and infrastructure testing strategies.
  • Experience with systems reliability, load balancing, monitoring, and logging.
  • Ability to lead on project security, backup, and redundancy strategies.
  • Desire to learn about new technologies and be dedicated to expanding your skills every day.
  • Passion for data, visualization, analytics and just plain problem solving.

You may also have:


  • Experience working with a multidisciplinary team that includes developers, data scientists and other non-engineer technical users. 
  • Demonstrated interest in using data and technology to advance social good in areas like health, government effectiveness, or civic engagement.
  • Have experience programming in Bash and Python or similar scripting languages.
  • Have experience deploying applications in an Azure or other cloud environment using automation tools such as Terraform, Ansible, Chef, or Puppet, and cluster management/orchestration software like Kubernetes, and Docker.
  • Validated adherence to Azure governance standards for policy definitions, role-based access controls, resource groups, and Azure Blueprints.
