Overview

CommunicateHealth is seeking an experienced Proposal Manager and Writer to partner with our team on a short-term, part-time basis (minimum 20 hours/week) as an independent contractor. The selected contractor will lead and coordinate the development of high-quality proposals for government and private contracts, ensuring that all submissions are competitive, compliant, and delivered on time. This contract role will be essential in helping us secure contracts that advance our mission to improve public health communication.

We’re looking for individual contractors with demonstrated experience in managing the proposal process for government contracts, particularly in the fields of health communication and public health. Agencies or firms will not be considered.

What you’ll do

  • Support the full development lifecycle of proposals in response to requests for proposals (RFPs), requests for information (RFIs), and sources sought notices.
  • Analyze solicitation requirements and evaluation criteria, and support the development of proposal win themes, strategy, and compliance matrices.
  • Collaborate with cross-functional teams — including leadership, project managers, writers, editors, and designers — to gather required information and incorporate feedback to refine proposal drafts.
  • Develop and maintain proposal schedules and ensure adherence to deadlines.
  • Conduct research on prospective clients, competitors, and best practices to inform proposal content.
  • Oversee proposal production, including formatting, assembling documents, and submission.
  • Support proposal process improvement efforts, including development of templates.
  • At least 5 years of experience managing and writing winning government contract proposals in the health communication or public health sectors.
  • Demonstrated experience developing proposals for contracts funded by CDC, NIH, CMS, and VA.
  • Strong project management skills and the ability to handle multiple proposals simultaneously.
  • Familiarity with federal procurement processes for RFPs, RFIs, and sources sought responses, including compliance reviews, formatting, and submission.
  • Excellent written and verbal communication skills, with a focus on persuasive and concise writing.
  • Proficiency in Microsoft Office (Word, Excel) and project management tools (Asana, Slack).

Contract terms

  • This position is intended for independent contractors, not agencies or firms.
  • We are open to processing this as a W2 hourly employee role if the candidate prefers to receive benefits, but the hourly rate may be adjusted accordingly. (Minimum 20 hours per week required for benefits.)

About you

You’re an experienced manager with a passion for clear communication with staff and stakeholders. You achieve results for your clients through effective, efficient, and equitable leadership. You have experience guiding teams to plan, implement, and evaluate complex health communication products — delivering successful outcomes on time and in budget. You effectively align decision makers on a shared vision in order to create products that follow best practices in equity-centered health communication. You set others up for success by assigning tasks with clear expectations and providing support and guidance along the way. You enjoy working collaboratively, are skilled in giving and receiving feedback, and are excited to provide performance management and mentorship for a diverse team. The most competitive candidates will have experience managing Federal government contracts of at least $1 million and supporting technical approach and pricing strategy for proposals.

What you’ll do

  • Serve as the primary point of contact for clients in public health agencies and organizations
  • Support business development and coordinate proposals for new and existing clients
  • Develop project plans that include strategic communication goals and measurable objectives
  • Oversee multidisciplinary teams to develop digital health communication products, build and maintain features and content on health websites and applications, plan and implement health communication campaigns, and conduct evaluation activities
  • Develop project work plans that align with clients’ goals, priorities, and scope of work
  • Proactively communicate with clients about risks to scope, approach, and timeline or budget — and share potential tradeoffs and solutions
  • Manage projects throughout the contracting lifecycle, from procurement to closeout
  • Develop and maintain project budgets, including estimating level of effort
  • Plan for necessary resources, including staff labor and subcontractor / vendor support, to complete tasks within budget
  • Ensure project staff receive equitable opportunities, coaching, feedback, and support
  • Demonstrated experience managing the planning, implementation, and evaluation of digital health communication products and campaigns
  • At least 5 years of experience managing projects in a consulting or agency environment for clients in the public health sector
  • Demonstrated experience leading complex projects involving multiple stakeholders, partners, or vendors
  • Demonstrated experience estimating level of effort for large-scale campaigns and/or digital products
  • BA or MA in Business, Marketing, Communication, Public Health, or a related field
  • Strong customer service mindset
  • Excellent clear communication skills and great attention to detail
  • Employee management experience
