The MEL Specialist will report to the Deputy Program Director and be responsible for the technical oversight of all MEL components of a high-quality program focused on preventing, protecting, and prosecuting child trafficking. The MEL Specialist will provide technical expertise over the program. S/he will liaise with the program team to ensure high quality monitoring, evaluation, and learning of project activities.

Essential duties and responsibilities:

  • Design and develop the monitoring, evaluating, learning, and research plan for the project, including selecting and defining indicators, setting targets for all indicators, planning data collection activities, and analyzing data to measure the results of the project and achievement of strategic objectives of US Department of State CPC
  • Develop and support the design and implementation of continuous and / or end-of-project evaluations, surveys and other components of the monitoring and evaluation system.
  • Work with senior management and project staff to ensure that project learnings are applied, and project activities are adapted, as needed, for innovative and effective programming.
  • Develop monitoring activities that capture necessary data to report on program results.
  • Develop high-quality quantitative and qualitative methods and participatory methodologies to control the quality of the program in terms of performance and results; design appropriate feedback mechanisms to assess whether the approaches implemented by the project are effective.
  • Work with partners to ensure application of high-quality MEL activities and data collection.
  • Provide ongoing supervision and technical assistance to partners, as needed, in the implementation of the monitoring and evaluation system, ensuring that the data and analyzes are of high quality.
  • Conduct regular visits to field sites to provide assistance and ensure proper monitoring of project activities.
  • Collaborate with government stakeholders and local partners and build their capacity to carry out monitoring and evaluation activities.
  • Communicate information obtained through MEL activities to project and HAI staff, as well as US Department of State and partners.
  • Work closely with HAI’s MEL team based in Chicago.
  • Regularly review data collection processes, perform data quality assessments, and make adjustments as needed.
  • Produce high quality and timely MEL reports for the project, HAI, and US Department of State, including documentation of successes, data analysis for indicator aggregation and reporting, summary of qualitative results, etc.
  • Develop annual performance plans and annual MEL plans.
  • Supervise assigned MEL staff.

Qualifications

-Cote d’Ivoire citizenship, residency, or work authorization required. Cote d’Ivoire nationals strongly encouraged to apply.

-Bachelor’s Degree (Advanced degree preferred) in international development, statistics, public policy, demographics, or related field required.

-At least 8 years of experience related to monitoring, evaluating, learning, and reporting on international programs, including demonstrated experience in developing and implementing monitoring, evaluation, and learning plans and/or researching protocol on international programs in Cote d’Ivoire preferred.

-Knowledge of research, evaluation and learning methods, including qualitative, quantitative, mixed-methods, and impact data collection and analysis.

-Knowledge of US Department of State rules, regulations, policies, and procedures.

-Experience with indicator selection, target setting, reporting, database management, and developing MEL and performance monitoring plans.

-Ability to set up a solid monitoring system to assess the fidelity of the implementation and the effectiveness of the program, and use this data for adaptive project management.

-Familiarity with innovative MEL methods that can be effective in remote areas with little resources.

Summary:HAI is looking for Gender Technical Advisor consultants to provide evidence-based technical support on gender and gender-based violence (GBV) to HAI programs globally. Qualifications:

  • Master’s degree in Social Science, preferably in gender studies, international development, social work/welfare, or related technical field;
  • 7 or more years of professional work experience in gender equity and gender-based violence, including international work experience in humanitarian and/or development fields, preferably in theMiddle East and North Africa (especially Iraq, Lebanon, Syria), Sub-Saharan Africa (especially Nigeria, DRC) and Latin America (especially Colombia, Dominican Republic);
  • Experience in program development including project design and proposal writing, preferably with US Government donors (e.g., USAID, PRM, DRL). Strong writing skills highly desirable;
  • Expertise in evidence-based approaches and international best-practice guidance in gender equity and GBV in humanitarian/development contexts; experience with USAID Gender Equality Policy highly desirable;

Summary:The Child Protection Technical Advisor will provide technical support on child protection issues to HAI programs globally. She/he will collaborate with other HAI technical advisors to carefully assess programmatic needs, further develop HAI’s child protection standards and tools, strengthen the capacity of HAI staff and local partners, improve legal protections, and expand access to a range of protection and social services for children and adolescents in the Middle East and North Africa, Sub-Saharan Africa, and Latin America.

 

The Child Protection Technical Advisor will work closely with the HQ Program Quality Team and in-country technical and program staff to assure that child protection interventions are fully integrated into ongoing gender-based violence, mental health, access to justice, and education programming. In particular, the Child Protection Technical Advisor will support juvenile justice and child MHPSS initiatives. The Technical Advisor reports to the Director of Program Quality, Growth and Innovation. This position can be based globally (EU countries desirable) and will work primarily remotely with international travel.


Tasks:

  • Provide child protection technical support to country programs in coordination with other Technical Team members, and regional staff;
  • Guide development and documentation of child protection intervention models, standard operating procedures (SOPs) and training materials, including focus on topics such as:
    • Identification and response to child abuse and neglect in institutions
    • legal work with children/adolescents
    • psychosocial support for youth in detention centers and family reintegration following release from detention
    • preventing youth recruitment by armed groups
    • work with former child combatants
    • assessing youth risk of being in conflict with the law and strategies to prevent involvement in illegal activities
    • prevention of and response to youth substance use
    • early childhood development and psychosocial support intervention and research;
  • Support child protection-related program development efforts (including designing, editing, or reviewing results frameworks, proposals, etc.);
  • Assess staff capacity and compliance with child protection and humanitarian core standards; in line with capacity assessment, develop andimplement structured trainings for staff on core child protection standards, policies, child protection/protection mainstreaming, and other best practices in service provision;
  • Developdynamic training curriculum to include dialogue, brainstorming, group discussion, and lecture, as well asguidance documents, case studies, models and other materials related to child protection for in-house trainings and other forms of internal and external dissemination;
  • Provide ongoing supervision, mentorship, and monitoring to key staff to ensure the success of capacity building efforts and the quality of programming globally; facilitate global community of practice for child protection country team staff globally;
  • Collaborate closely with HAI Technical Team, including Technical Advisors in MHPSS, MEAL, Access to Justice, and Livelihoods on all overlapping/cross-cutting programmatic and capacity building issues;
  • Represent HAI in external settings with stakeholders, including coordination and donor meetings, conferences, workshops, engagement with media;
  • Determine gaps in current written child protection policies and procedures and develop policies in line with established needs; specifically, develop and cascade Child Safeguarding Policy for all staff members, consultants, volunteers, visitors, etc.;
  • Compile child protection principles literature review of short- and long-form documents for staff to reference as needed; organize and upload all referenced articles into HAI’s in-house research database;
  • In collaboration with MEAL team and other staff, develop standard indicators and assessment and clinical tools, including child protection case management forms for HAI based on cluster-approved guidelines;
  • Set up effective feedback and response mechanisms as part of HAI’s Accountability to Affected Populations (AAP) and Communicating with Communities (CWC) mandate;


Qualifications:

  • Master’s degree in Social Science, preferably in Child Protection, International Law, social/child welfare, social work, or related technical field;
  • 5-10 years of professional work experience in child protection, including international work experience in humanitarian and/or development fields, preferably in MENA region. Experience liaising with multiple stakeholders including governmental partners and other UN agencies/NGOs;
  • Experience in juvenile justice and child MHPSS highly desirable;
  • Expertise in the methods and practices outlined in UNICEF’s Minimum Standards for Child Protection in Humanitarian Action and the Child Protection Working Group’s Child Protection in Emergencies Competency Framework;

The consultant will be responsible for documenting and strengthening HAI’s sustainable livelihoods approach, integrating psychosocial support and climate-smart elements, drawing from existing HAI programming and from international, evidence-based best practice guidance.   • Review HAI program information and other agency reports and publications to understand unique livelihood needs in HAI program settings (e.g., Colombia, Dominican Republic, Iraq).
  • Conduct key informant interviews (KII) and/or focus group discussions (FGDs) with HAI staff, participants, and other key stakeholders to collect additional information regarding HAI’s approach.

 

Inception Report: Model outline

  • Based on desk review and stakeholder meetings, compose a plan/outline for model documentation and strengthening, which may include the following content areas:
  • Brief overview of best practices in sustainable livelihoods sector with focus on HAI program settings.
  • Outline of Standard Operating Procedures (SOPs) for sustainable livelihoods program model, including integration of psychosocial support and climate-smart components.
    • This community-based, participatory model should include vocational and entrepreneurship support promoting gender transformative and climate conscious work opportunities, paired with psychosocial support during job search and early employment. It should also include intervention for employers to destigmatize hiring of target groups, promote creation of trauma-informed workplaces to support staff retention, and marketing tactics to recognize participating employers.
  • Summary of recommended adaptations for key HAI program sites and populations
  • Training outline for sustainable livelihoods service providers
  • Guidance for Program Development team outlining staffing and budgetary needs associated with the model.
  • With MEAL team, identification of best practice indicators and tools for monitoring and evaluating outcomes associated with the model.
  • Plan for presenting model to HAI team and providing intensive training for relevant staff
  • Appendix consisting of supporting tools/forms (e.g., capacity assessment tool, workplan tool, monitoring and evaluation tools).
  • Inception report and model outline should be approved bythe Program Quality team prior to development of model draft.

 

Model documentation and integration of feedback

  • Based on approved outline, document HAI’s sustainable livelihoods approach, with psychosocial support and climate smart elements, including sections described above.
    • Throughout document, link to best practice and research publications as relevant; provide reference list.
    • Provide draft for HAI review; integrate feedback
    • Create final version.

 

Training/Dissemination

  • Conduct training and dissemination activities for HAI team as developed in the inception report. Activities may include in-person and remote (webinar) workshops.

 

Supporting HAI’s sustainable livelihoods global Community of Practice (COP)

  • Lead and/or participate in monthly meetings of HAI’s livelihoods focal points from each country team; assess needs and interests develop associated presentations.  
  • Identify and share relevant best practice guidance and research studies.
  • Identify relevant training, webinar, conference opportunities; contribute to monthly resource and training digest.
  • Conduct interdisciplinary COP events to collect input from technical staff (livelihoods, MHPSS, gender, climate change adaptation/mitigation) related to program model development described above.

  • Model SOP draft (including sections detailed above): Due November 7, 2022 (to be reviewed by HAI with feedback provided by Nov 10)

  1. Qualifications/Bid Evaluation Criteria

Education and/or Experience:

  • Advanced degree in social sciences, international development, or related field with a minimum of eight years of professional experience.
  • At least five years of sustainable livelihoods experience in humanitarian and development settings, preferably in MENA and/or LAC regions.
  • Experience with climate change adaptation and mitigation programming, especially integration with livelihoods, is strongly desired.
  • Experience with mental health and psychosocial support programming, especially integration with livelihoods, is strongly desired.
  • Experience developing or documenting intervention models, standard operating procedures (SOPs), curriculum manuals, and/or other program resources. Please be prepared to share examples of materials.

 

Language Skills:

  • Excellent oral and written English language skills required; Spanish or Arabic skills desirable.

 

  1. Anticipated Timeline

HAI anticipates the Contractor beginning on September 8, 2022. All deliverables must be completed before January 20, 2022. There is potential for extension as additional activities are identified.

 

  1. Management

The Contractor will report to the Director of Program Quality, Growth, and Innovation. HAI will provide overall logistical support and assistance to the Contractor, as needed and when possible.

The Contractor is responsible for arranging and completing all activities listed in the approved proposal, in coordination with HAI’s local project and logistics staff, if applicable. The Contractor will advise HAI prior to each of those activities. The Contractor will be responsible for completing and submitting to the Company the deliverables listed in Section D of this document. The Contractor will be responsible for procuring his/her own work/office space, computers, Internet access, printing, and photocopying throughout the consultancy. The Contractor will be required to make his/her own payments for such services. The Contractor will be responsible for any expenses beyond the fee provided by the Company as determined in this document.

Role of the MHPSS Technical Advisor

 

The MHPSS Technical Advisor will report to the Iraq Country Director and will receive technical guidance from HAI's Director of Program Quality, Growth, and Innovation at HQ. He/she will be based in Erbil and will support the MENA program (50% time), and the rest of HAI’s global programming (50% time), to include programming in the Latin America and Caribbean (LAC) and Sub-Saharan Africa (SSA) regions, as well as global initiatives. The MHPSSTechnical Advisor will provide technical oversight and leadership to support HAI's MHPSS programming and comprehensive case management services for participants. The MHPSS Technical Advisor will lead MHPSS strategic planning, develop intervention models, best practice guidance and protocols, contribute to proposal development, and provide training and supervision to ensure high standards of service delivery.

Essential Duties and Responsibilities:

The responsibilities of the position include four main areas of focus:

  1. Strategic planning, program design, and global initiatives
  • With country-team MHPSS staff, guide the development and implementation of MHPSS strategy and programming tailored to country program needs, including the development of interventions, technical protocols, tools, and guidelines.
  • Ensure high-quality implementation and harmonization of training and technical tools across different MHPSS programs across the globe.
  • Co-facilitate community of practice consisting of MHPSS focal points globally
  • Develop monthly MHPSS training and resource digest for global distribution
  • Lead or co-lead global MHPSS initiatives, including development of standard assessment tools/consent forms, supervision guidance, trainings, etc. 
  • Assist Program Development team and MHPSS country teams in program development activities, including developing MHPSS elements of project proposals in line with global guidelines, donor priorities and local needs.
  • Advise on MHPSS budget development to ensure appropriate staffing and resources.

 

2- Technical support to country programs (including staffing, training, supervision)

  • In collaboration with country team MHPSS staff, ensure adequate MHPSS staffing and, as needed, contribute to technical performance management of MHPSS team members.  
  • Assess training needs and provide on-site and remote training to service provider staff (MHPSS Coordinators, psychologists and social workers) and partner institutions on MHPSS models (e.g., Psychological First Aid, Problem Management Plus, Self-Help Plus, trauma-informed care, group facilitation techniques, crisis intervention techniques, etc.).
  • Ensure adherence to international best practices in clinical supervision of MHPSS service providers. As applicable, provide regular remote and in-person supervision to project-specific MHPSS coordinators and supervisors. In Iraq program, conduct field visits with project coordinators to ensure consistent clinical supervision and capacity-building objectives are met
  • Contribute to the MHPSS capacity building of key partners and other stakeholders at the regional and national level as required by country-specific projects.
  • In coordination with country-team MHPSS coordinators and supervisors, provide technical oversight and field monitoring to ensure high-quality implementation of MHPSS interventions and tools.
  • In collaboration with MHPSS coordinators and project managers, ensure that MHPSS program components are implemented according to approved work plan to achieve program deliverables.
  • Lead development and implementation of staff support programming to ensure wellbeing of MHPSS staff and other HAI team members.

 

  1. Monitoring, evaluation and reporting
  • Assist in the development and use of consistent, standardized tools for monitoring and evaluating processes and outcomes of HAI’s MHPSS programs, with attention to recording lessons learned and potential project replication or expansion. Support and produce high quality case studies and evaluation reports.
  • Contribute to set-up and implementation of the technical monitoring and evaluation tools for MHPSS components of the project's activities.
  • Review MHPSS program reports (Monthly, Quarterly, and Annually)

Provide regular comprehensive program updates to Country Director and Director of Program Quality, Growth, and Innovation as to MHPSS program status, current and emerging issues.

 

  1. External representation and coordination
    • Attend relevant coordination groups and liaise with key stakeholders and donors as necessary. As needed, contribute to the development of case studies of successes and lessons learned, and other publications to highlight HAI's specific areas of expertise and value added.
    • Represent HAI and its MHPSS projects in professional and public settings, including with government entities. Make presentations at professional meetings and conferences.

Other duties: this Job Description is flexible to respond to additional tasks or changes as identified by the direct line manager.

Essential Criteria:

  • Master's degree in clinical or counseling psychology, social work, or similar field.
  • 5+ years of professional experience implementing and/or overseeing MHPSS Programming in development and/or humanitarian settings, preferably in the Middle East and North Africa (MENA).
  • Demonstrated experience providing training, clinical supervision, and oversight to MHPSS service providers.
  • Experience/knowledge of MHPSS global guidelines, including best practices related to the treatment for individuals impacted by displacement, conflict, torture and human rights violations.
  • Experience providing MHPSS services to survivors of torture and war violence strongly preferred.
  • Experience in MHPSS with children and adolescents and Child Protection strongly preferred.
  • Experience in programming for survivors of Gender-Based Violence (GBV) strongly preferred.
  • Experience in proposal development and donor reporting strongly preferred.
  • Excellent interpersonal skills including ability to gain trust and build relationships; strong diplomatic, negotiation, and persuasion skills; ability to proactively problem-solve. Commitment to human rights and gender equality; high professional ethical standards and humanitarian values.
  • Knowledge and understanding of Monitoring and Evaluation concepts.
  • Experience with Windows platform, including Word, PowerPoint, Excel, etc.
  • Proven ability to calmly, professionally, and successfully manage multiple priorities; Ability to work in a stressful setting and adapt quickly to changing environments.
  • Ability and willingness to travel within the IKR and Federal Iraq, and the region.
