CeLeen, an operating firm of Command Holdings, is seeking an Acting IT Lead to support our contract with the USAID’s Office of Transition Initiatives (OTI). The Acting IT Lead will manage and oversee IT operations in support of OTI’s mission. This role focuses on ensuring strategic alignment between OTI’s business needs and IT systems while providing leadership and coordination for the IT team. The Acting IT Leader will foster collaboration between technical and nontechnical stakeholders, manage team responsibilities, and advocate for IT priorities across the office.

The ideal candidate will have strong management and communication skills, an understanding of IT systems and agile processes, and the ability to lead a multidisciplinary team. This position does not require a deep technical background but emphasizes leadership, strategic planning, and stakeholder engagement.

The position is currently funded for six months with the possibility for extension.

Key Responsibilities

  • Manage and supervise IT team members, including the Technical Lead, Business Analysts and IT Project Manager.
  • Foster collaboration and professional growth within the IT team, ensuring roles and responsibilities are clearly defined and aligned with OTI’s goals.
  • Build and maintain relationships with M/CIO colleagues to ensure compliance with requirements while advocating for OTI-specific IT needs.
  • Oversee the development and maintenance of IT systems and infrastructure, delegating technical responsibilities to team members and ensuring alignment with OTI’s business needs.

  • Ten (10) years of experience providing portfolio or program analysis support to the Department of Defense (DoD). A minimum of five (5) of the required years must include specific experience in supporting the financial management, planning, and execution of programs.
  • Experience supporting the Planning, Programming, Budgeting and Execution (PPBE) and Program Objective Memorandum (POM) processes.
  • Experience using Navy Enterprise Resource Planning (ERP) system.
  • Able to coordinate and lead meetings with senior leaders.
  • Experience writing and drafting content, reports and presentations to senior leaders with minimal supervision and revisions.
  • Able to work independently with minimal supervision and manage multiple tasks with competing deadlines.
  • Strong analytical and problem-solving skills, identifying and implementing solutions.
  • Demonstrated proficiency using all Microsoft Office applications.
  • Outstanding communication skills, influencing abilities, and client focus.

Preferred Qualifications

  • Current, active Secret security clearance.

  • Familiarity with Procurement Business Intelligence Service (PBIS) database.
  • Experience with the DoD acquisition process.
  • Served in a managerial/leadership position in the Navy's Program Objective Memorandum process.
  • Previous experience at a Federally Funded Research and Development Center (FFRDC).
  • Previous experience with the identifying warfighter requirements and capabilities development, for example: Joint Capabilities Integration Development System process.

WWC Global is hiring a Remote Data Quality Assurance Technician

CeLeen, an operating firm of Command Holdings, is seeking an early-career Data Quality Assurance Technician to support a team performing work for the Naval Safety Command in the Norfolk area. The technician will validate and enter data in injury data tracking systems or databases, to include, but not limited to, the Risk Management Information - Streamlined Incident Reporting (RMI-SIR) system. The technician will provide the client with detailed examination and quality control of Fleet injury data into the necessary systems and will provide technical assistance to internal and external customers. In addition to systems support, the technician may support the retrieval of statistics, make recommendations to improve procedures and policies, as well as provide general data management deliverables that optimize the command's ability to generate quality safety information.

Responsibilities may include, but are not limited to:
