The HR Assistant will be based in Washington, DC, and provide comprehensive support to OTI program-funded staff. Key Responsibilities:

Human Resources Operations

  • Assist with developing and implementing HR processes, including performance management, onboarding, benefits coordination, staff transitions, and separations.

  • Maintain up-to-date organizational charts, personnel files, and HR-related trackers.

Knowledge Management

  • Develop and maintain electronic tracking systems for HR activities and administrative documentation.
  • Update and manage knowledge management resources, including OTI’s internal platforms, job aids, templates, and handbooks.

Administrative Support

  • Coordinate meetings, prepare agendas, and draft meeting minutes.
  • Distribute meeting materials and ensure follow-up on action items.
  • Draft, format, and track correspondence, including memos, reports, and presentations.

Operational Support

  • Mentor and train new team members on administrative processes.
  • Evaluate operational procedures and recommend improvements for efficiency.
  • Provide backup support to other administrative staff, as needed.

Meeting and Event Coordination

  • Schedule and organize meetings, conferences, and events across multiple teams.
  • Ensure meetings have the necessary technology and troubleshoot any issues.
  • Prepare and distribute meeting materials and capture action items.

Travel and Logistics

  • Coordinate travel arrangements for staff, including transportation, lodging, and visa requirements.
  • Support logistics for visitors and official travel, ensuring compliance with applicable policies.

Expected salary range: $70,000-87,000

WWC Global, an operating firm of Command Holdings, is seeking a Project Accounting Manager to incorporate hands-on management of and provision of strategic direction of the day-to-day operations of the project accounting department, ensure the integrity of all project financial information and reporting, and work closely with the program management and executive management teams in operational areas to support project budgeting, forecasting, and analyses. They oversee all project related finance and accounting functions to facilitate month end closings, Project Status Reporting, Operational Reporting, budgeting, cost compliance and coordinate with company accounting functions. In addition, they are responsible for developing, reporting on, and administering the finance model ensuring full DCAA compliance to include cost pools and allocations for the consolidated group of the operating firms of Command Holdings and subsidiaries.

Duties and Responsibilities

    • Lead the Project Accounting/Finance team in creating strategic plans regarding the company's project and backlog projections; this includes both accounting duties and financial analyses and projections.
    • Identify risks and areas in need of improvement.
    • Oversee the preparation of regulatory and financial reporting as required, and ensure compliance.
    • Develop policies and procedures related to a compliant cost accounting system.
    • Manage the preparation of project budgets, project forecasts and project accounting activities.
    • Develop, monitor revise as necessary indirect overhead Provisional Billing Rates for submission to the DCAA for the PCC.
    • Monitor, review and provide analysis of Project Profitability and Key Performance Indicators for projects (including DSO, Margin analysis, utilization of labor, etc.).
    • Monitor and control all overhead and budgets to ensure profitability as well as report all overhead rates.
    • Responsible for the compliant submittal of the annual DCAA Incurred Cost Submissions (ICE) for the PCC.
    • Prepare and update the company’s project financial planning model to provide real-time forecasts to operational and program management.
    • Work with operational and program management to review key metrics to measure performance and to provide management with business insights.
    • Provide monthly reporting package (financials, narrative, MBR, dashboard).
    • Work with operational and overhead department heads to develop annual budgets including projected revenues, expenses, and cash flows; drive variance reporting on a timely basis, coordinate consolidation of these budgets with Corporate Controller annual operating plan consolidation.
    • Prepare and review project financial statements for compliance with the FAR/CAS and GAAP. Includes understanding of revenue recognition rules.
    • Create and maintain operational accounting processes that ensure adherence to monthly close deadlines.
    • Provide project margin analysis, including actual to budget and to pricing, provide feedback.
    • Project cash flow from projects and aid accounting department in cash flow forecasts.
    • Facilitate and support DCAA Auditors and other external auditors as needed.
