Budget Analyst Level II

CeLeen, an operating firm of Command Holdings, is currently seeking Budget Analysts (Level II) to support the Air Force Installation and Mission Support Center (AFIMSC) Resource Management Directorate.

Responsibilities for this position may include (but are not limited to):

  • Monitoring issuance, execution, and tracking of centralized CE program funds.
  • Prepare and track commitment and obligation documents and status such as Purchase Requests, Miscellaneous Obligation Document Records, Journal Vouchers, and other related financial documents
  • Using information from internal AFIMSC databases to provide reports to AFIMSC/RM staff to verify or update execution plan data, spend plan data, unfunded requirements analysis, 80/20 obligation mandates and end of year reporting requirements.
  • Tracking appropriate financial data in order to support management in the preparation of reports utilized for recurring AFIMSC meetings and quarterly Group, Board, and Council meetings.
  • Internally tracking multiple legal limitations associated with funding appropriations (travel, contract, budget activities, sub activity groups, appropriations, etc.)
  • Supporting accounting reporting and functions/data calls such as the Triannual Review (TAR), Monthly MORDs, Dormant Obligation/Unliquidated obligations (ULO), Open Commitments, and Control Summary Record (CSR) Management.
  • Supporting reimbursable accounting programs related to external customer orders.
  • Coordinating routine and periodic AFIMSC/RM reporting requirements such as Weekly Activity Reports, Key Process Indicators and other metrics.
  • Supporting integration of budget execution efforts as the AFIMSC/RM and AFIMSC evolve.

Joint SOF Trainer (Sustainment) IV - Temporary

CeLeen, an operating firm of Command Holdings, is currently seeking a Joint SOF Trainer (Sustainment) IV for a high visibility program providing training and exercise support to Special Operations Command Africa (SOCAF). The Joint SOF Trainer (Sustainment) IV assists Geographic Combatant Commands,  Theater Special Operations Commands, SOF Service Components, and joint Special Operations Forces (SOF) Headquarters in the planning, coordination, and execution of functional and joint collective training that focuses at the operational and strategic levels of war. The trainers support to Joint SOF headquarters includes individual, staff, and unit collective training, academic events, senior leader seminars, planning exercises, tabletop exercises, and functional area workshops. This support culminates in the execution of joint mission rehearsals, command post exercises, and other collective training events that supports the USSOCOM 350-12 certification and validation program.

The successful candidate will be responsible for providing subject matter expertise and strategic and operational-level joint training primarily in the area of Joint Sustainment and Logistics and provide exercise logistics support. The successful candidate will participate during exercise execution by providing oversight, management and control of logistical operations across the exercise footprint for the full extent of the Joint Exercise Life Cycle (JELC). Under the supervision of the SOJ45, the successful candidate may oversee a team of planners and subject matter experts at geographically dispersed sites and will coordinate all exercise logistics planning across SOJ4 and across the SOCAF staff in support of the exercise. The successful candidate will develop the Concept of Support and Base Life Support (BLS) plan in conjunction with SOJ42, SOJ43, and SOJ44, coordinate and consolidate Statements of Requirement (SORs) from all participants, and develop sourcing plans through Host Nations, CSA, and local procurement to meet exercise participant needs while staying within budget. The successful candidate will attend JELC planning events and help develop, design, and lead sustainment teams from across the USSOCOM and USAFRICOM Joint Logistics Enterprise (JLENT) to meet sustainment and BLS requirements in support of the exercise. The successful candidate will assist in the coordination and execution of exercise reception, staging, onward movement, and integration plan and will contribute to development of the Master Scenario Event List (MSEL) for operations based or complex discussion-based exercises.

This position is a temporary position lasting about 90 days. The Joint SOF Trainer will be required to travel to remote overseas locations.

Duties include but are not limited to:

  • Maintain functional currency and relevancy and awareness of SOF and Joint Enterprise training requirements through constant research and collaboration with supported customers.
  • Maintain functional and cooperative relationships with operational and strategic level planners and leaders in the USSOCOM HQs, CCMD's, TSOC's, the Joint Staff, and JSOC, in order to facilitate a synchronized effort in exercise design and execution across the community of interest.
  • Support exercise design, JELC planning, scenario scripting, key staff role playing, training, and observations.
  • Create or review/critique events concepts, to include purpose, objectives, broad scenario characteristics, processes, and products to support the mission and objectives of the event’s sponsor; use real-world events and operational planning concepts.

Basic Qualifications

  • Must have at least 10 years of professional experience in accounting that includes government/federal experience.
  • Must have at least 5 years of experience in accounts payable.
  • Must have previous experience managing a team of 5 or more personnel, including managing performance issues and performance appraisal processes.
  • Must have experience and full understanding of FAR, JTR and/or federal government contracting; familiar with project-based accounting.
  • Experience in DoD industry accounting systems such as Jamis, Deltek, or similar cost/project based systems
  • 2+ years professional experience in a shared services environment or with a company with subsidiaries, multiple divisions, or operating units.
  • Knowledge of general ledger and project cost account coding.
  • Proven record of process improvement and internal control implementation.
  • Experience working both independently and in a team environment, managing multiple priorities and working efficiently with tight deadlines.
  • Outstanding communication skills, influencing abilities, and client focus.
  • Demonstrated proficiency in using all Microsoft Office applications.
  • Ability to pass a federal background investigation including fingerprinting.

Preferred Qualifications

  • Bachelor’s degree in Finance, Economics, Accounting or related field.

WWC Global, an operating firm of Command Holdings, is seeking a Senior Portfolio Analyst with a track record of success to join our team supporting the Office of Naval Research (ONR) Code 34, Warfighter Performance program in Arlington, VA. The Senior Portfolio Analyst will lead strategy, policy, and data analysis support in overseeing and managing the execution of its basic, applied, and advanced technology development programs, and to provide day-to-day oversight support for the Technology Candidate Portfolio.

The Warfighter Performance department's mission is to enhance warfighter effectiveness and efficiencies through bioengineered and biorobotic systems, medical and behavioral technologies, improved manpower, personnel, and training and systems design.

Responsibilities may include, but are not limited to:

  • Support the Planning, Programming, Budgeting and Execution (PPBE) and Program Objective Memorandum (POM) processes. This includes drafting budget exhibits for Research, Development, Test and Evaluation (RDT&E) appropriations.
  • Utilize reports from the Procurement Business Intelligence Service (PBIS) database and Navy Enterprise Resource Planning (ERP).
  • Coordinate and lead meetings with senior Department of the Navy S&T personnel and executives related to policy, analysis of technology programs, acquisition, and execution.
  • Record summary of meeting discussions and ensuring action items are addressed.
  • Coordinate, oversee, and draft content in response to data calls and tasks from senior DoD leadership and Congress.
  • Identify and implement solutions to address the wide range of actions associated with managing the business of large Department of Defense and Department of the Navy S&T portfolios and the teams that support them.

Work Environment:

  • Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
  • Ability to sit at a computer terminal for an extended period of time.

  • Able to work independently with minimal supervision and manage multiple tasks with competing deadlines.
  • Strong analytical and problem-solving skills, identifying and implementing solutions.
  • Demonstrated proficiency using all Microsoft Office applications.
  • Outstanding communication skills, influencing abilities, and client focus.
  • Professional proficiency in English is required.
