Bellwether Education Partners is hiring a Remote Strategic Advising Summer Fellowship (2025)

Use your knowledge of data and your communication skills to strengthen the impact of education organizations that are working to eliminate achievement gaps among studentsfurthest from opportunity. 

Bellwether is excited to launch the search for Summer Fellow(s) to join the Strategic Advising team in summer 2025. The ideal candidate(s) for this position will have success in a similar role requiring analytical thinking and problem-solving, bring a sophisticated understanding of relevant issues in education reform, and possess an entrepreneurial spirit. We are a remote-first organization and our work is national in scope, which means this role can be based anywhere in the United States. This enables us to hire the best person for the role, regardless of geography. Up to approximately 30% travel may be required for this role, including travel for in-person Kickstart Training and potentially 1-2 trips over the course of the fellowship, depending on the specific client.

Our Strategic Advising practice advises leaders and organizations on their most pressing strategic and operational issues. Our work ranges from supporting entrepreneurs through business plan development, to partnering with established organizations on growth and performance improvement, to assessing new opportunities for impact as the field evolves. 

Responsibilities 

Summer Fellows work as members of small teams and take on leadership roles in our strategic advising work with clients. Summer Fellows play an important role within Bellwether teams on client engagements by identifying issues, forming hypotheses,  developing work plans, designing and conducting analyses, building models, synthesizing conclusions into recommendations,, and ultimately helping to implement change with our clients. Throughout an engagement, a Summer Fellow is directly involved in discussions and presentations with senior client leadership. Fellows will also have the opportunity to contribute to internal capability building. Throughout the fellowship, fellows will work closely with Bellwether Associate Partners, Senior Advisors, Senior Associate Partners, and Partners to execute projects. 

Summer Fellows are managed by Associate Partners and Senior Associate Partners within Bellwether who, in turn, guide their work and invest in their professional development. While the Summer Fellow will have exposure across Bellwether’s program areas to broaden his/her skills and perspectives, the majority of time will be allocated to supporting Strategic Advising. 

In that context, the Summer Fellow’s primary responsibilities and duties will be to:

  • Take on client strategic advising responsibilities, as described above;
  • Partner with clients and senior Bellwether team members to develop high-impact business strategies and implementation plans in response to real-world, time-sensitive challenges brought forward by the client; 
  • Develop work plans and execute against these plans with independence and a high degree of ownership; 
  • Perform quantitative and qualitative analysis on core strategic issues for clients and synthesize insights; 
  • Identify key data sources and gather data through interviews and secondary research; 
  • Manage client interactions, including strong meeting preparation and follow-up; 
  • Serve as a thought partner, leveraging internal and external networks to engage in team  problem-solving, share evolving business trends and best practices, and contribute to knowledge creation initiatives; 
  • Write and deliver presentations, strategic plans, and research briefs; and 
  • Generate creative, action-oriented insights and recommendations for both internal and external improvement.

Compensation 

Summer Fellows will be paid $2,259 per week, before applicable taxes and other withholdings, for the duration of the Fellowship.

Senior Associate Partners are education policy generalists who are called upon to manage projects covering a diversity of education topics. For this Senior Associate Partner role, we are specifically seeking individuals with a background in postsecondary finance and pathways policy, particularly at the state level. These content areas include, but are not limited to, policies governing the funding for public two- and four-year institutions of higher education. This role will work closely with Bellwether team members focused on postsecondary and pathways policy issues to lead and manage existing work primarily within these topic areas, with the remaining portion of the role focused on sourcing new opportunities to further our work and partnerships in this space and other core responsibilities of a Senior Associate Partner. 

About This Position

Bellwether’s Policy and Evaluation team undertakes both field-facing work, such as published reports and resources, and client engagements, in which we work with education organizations to help them answer their most pressing questions. The Senior Associate Partner may lead project teams to serve clients and the field, manage projects in collaboration with a project lead or adviser, provide direction to project analysts, serve as a team leader (often leading the development and managing the performance of individual team members as well as owning specific team initiatives on an ad hoc basis), contribute to business development (see below), and (specific to this SAP role) provide leadership and management of work focused on postsecondary finance and pathways issues.

In this context, the Senior Associate Partner’s primary responsibilities and dutieswill be to:

  • Serve as project lead and/or project manager for a portfolio of Bellwether’s education policy work, sustaining and growing its best-in-class advising work and field-facing presence. In particular, this role will have a significant focus on postsecondary finance and pathways issues. Relevant topics include:
    • State Postsecondary Finance — State funding policies supporting two- and four-year public institutions, including perspectives on opportunities for improvement to current state approaches in service of goals around student and institutional equity, adequacy, and value. 
    • State Financial Aid — Policies and programs providing assistance to help students address the costs of postsecondary attendance, including perspectives on opportunities to address the diverse and changing needs of postsecondary students.
    • Postsecondary Quality and Improvement — State approaches to ensuring quality across higher education institutions and programs, including perspectives on opportunities to facilitate improvement.
    • Postsecondary Student Success — Approaches to identifying and supporting student success in meeting goals for academic progress, the completion of degrees and credentials, and entry into career.
    • Transitions to Postsecondary Pathways — Policies related to early postsecondary opportunities such as dual enrollment or transfer between higher education institutions. 
    • Short-Term Credentials — Policies related to non-degree training, credentials, and professional certifications offered at higher education institutions and other settings such as employment sites.
  • Advise senior client executives and build strong ownership across client teams.
  • Represent Bellwether externally (as appropriate to expertise), including, but not limited to, speaking at conferences, participating on panels, and writing. 
  • Support business and client development efforts, initially serving as a co-seller with other members of the leadership team with the expectation of growing more self-directed business development over time. This may include projects cross-staffed with Bellwether’s Evaluation and Strategic Advising practices. 
  • Supervise and manage members of the Policy team and provide coaching, professional development, and mentorship of staff members at various levels. 
  • Advance Bellwether’s organizational priorities and contribute to the execution of its strategic plan, including facilitating ongoing cross-organization efforts to continue growing our depth and breadth of knowledge and expertise in postsecondary education-related topics, a priority defined in our current strategic plan. 
  • Develop, sustain, and enhance relationships with senior executives, funders, and other leaders in the field. Cultivate a culture in which Bellwether’s team and work benefit from the open exchange of questions and ideas in the service of thoughtful, relevant analyses that advance excellent and equitable outcomes. 
  • Integrate diversity, equity, and inclusion into work with clients and in leadership of teams. 

The successful Senior Associate Partner candidate brings a sophisticated, deep understanding of the overall education policy landscape. They have expertise and a strong interest in postsecondary finance and pathways policy issues but may also have general or deep expertise in other education policy areas, such as early childhood or K-12 education. This leader possesses excellent written and verbal communication skills as well as a strong analytic toolkit. In addition, this candidate has a well-rounded interpersonal skill set with the capacity to cultivate and build strong senior client relationships, work effectively in a team environment, lead iterative processes that enable joint problem-solving and inclusive decision-making with clients and teams, and mentor and support the professional development of team members.   • Expertise across multiple postsecondary finance and pathways topics as described above and ideally demonstrated across multiple roles of increasing seniority.
  • Demonstrated strong leadership skills; ability to attract, build, mentor, coach, and direct a high-performing, cohesive team. 
  • Significant experience leading complex projects and teams to successful outcomes, including managing client engagements and relationships. 
  • Experience supporting business development and revenue generation, which could include contracting, proposal writing, scoping, and budgeting.

Compensation

The base salary range for this role for incoming team members is $165,250 to $190,000 annually with eligibility for an annual performance bonus targeted at $23,750 based on individual and organizational success. While the final offer amount will be determined by multiple factors — including previous experience and content knowledge — and may vary from the stated range, Bellwether is committed to transparency, and all offers align with our compensation philosophy.

About the Position

Senior Executive Assistants sit on Bellwether’s Core team and work across Bellwether supporting assigned leaders and projects on our Policy and Evaluation and Strategic Advising teams. Under the direction of the Senior Administrative Manager, the Senior Executive Assistant will support best practices related to scheduling, travel planning, expenses, event planning, and administrative support. 

The Senior Executive Assistant’s primary responsibilities will be as follows:

Executive Assistant Duties 

  • Own and drive calendar management for complex internal, client-based, and project-based scheduling for multiple people and projects concurrently.
  • Be a proactive thought partner for up to four Bellwether senior team members with a focus on managing team members’ time in a fast-paced, high-volume, client-services-oriented environment.
  • Arrange extensive domestic travel for senior team members.
  • Prepare, reconcile, and submit expense reports for senior team members every month.

Supervisory Duties 

  • Supervise, train, and serve as a development lead for one to two executive assistants.
  • Provide coaching and guidance to other executive assistants as needed.
  • Make recommendations on professional development for executive assistants.

Administrative Duties

  • Plan logistics for meetings or convenings as they relate to client projects and internal team needs.
  • Regularly add and update contact information in Salesforce.
  • Provide other ad hoc assistance to the team members you support, to other Core team members, and to the Senior Administrative Manager and Senior Director of Operations, as needed.

About the Evaluation Subteam 

Truly effective organizations need access to quality information about what’s working, why, and for whom to guide strategic and operational decisions to accelerate and enhance their impact. Bellwether’s Evaluation team partners closely with clients to integrate evaluation into existing planning and implementation efforts, use information to drive what they do, and advance educational equity.

Because evaluating purpose-driven work can be a vulnerable process, we serve as trusted collaborators along the way. Our approach is grounded in developing mutual trust and offering ongoing, customized support across a range of services, including:

  • Evaluations: We offer both short- and long-term program evaluations, including experimental, quasi-experimental, correlational, and descriptive research. We also offer developmental evaluations that can help organizations define, gather feedback on, and refine initiatives during the early stages of design. We typically use mixed-methods approaches that integrate quantitative and qualitative sources of evidence.
  • Capacity Building: We build and strengthen organizations’ internal capacity to measure and evaluate their impact to inform continuous improvement and communicate results to key stakeholders. About the Position

Over the course of a summer, the Evaluation intern will work on one to two substantive primary projects matched to their skills and interests. Interns typically provide both quantitative and qualitative research support to Bellwether staff — this might include writing memos, research summaries, briefings, and blog posts on a range of education topics; quantitative or qualitative data analysis; and contributing to client products, evaluation reports, or publications. 

Interns will work closely with the internship coordinators and project managers to develop individually tailored goals for their time on the Evaluation team and at Bellwether. Interns will receive feedback and guidance to help them advance their professional goals during and beyond the internship. Interns also participate in internal and external meetings and may attend project-related events.

Our team members have experience as policymakers and advocates at the federal, state, and local levels and expertise spanning a wide variety of issues. Bellwether staff have served in roles at the White House, the U.S. Department of Education, and state education agencies, and as senior leaders in school districts and charter networks. Additionally, because our team includes many former teachers and school leaders, we’ve seen firsthand how policy and policy implementation shape school systems all the way down to the classroom level.

About the Position

Over the course of a summer, interns on our team work on one to two substantive primary projects matched to their skills and interests. Interns typically provide both quantitative and qualitative research support to Bellwether staff — this might include writing memos, research summaries, and blog posts on a range of education topics; quantitative or qualitative data analysis; and contributing to client products, evaluation reports, or publications. 

Interns will work closely with the internship coordinators and project managers to develop individually tailored goals for their time on the Bellwether team. Interns will receive feedback and guidance to help them advance their professional goals during and beyond the internship. Interns also participate in internal and external meetings and may attend policy forums, briefings, and other events.

Responsibilities

The Director of Communications & Marketing is a senior-level position on the XR team, reporting to Senior Director of External Relations and XR Team Leader Andy Jacob.

Drive high-impact communications and marketing.

  • Develop and implement release strategies for Bellwether’s expert-developed publications, resources, and commentary pieces — including coordinating outreach efforts to target audiences including media, policymakers, funders, current and prospective clients, and other stakeholders.
  • Develop and implement marketing strategies that highlight Bellwether’s services and impact and strengthen the organization’s brand with key audiences, including managing Bellwether’s presence at conferences and other external events.
  • Build and maintain relationships with key education journalists. 
  • Draft media advisories, press releases, and talking points about Bellwether’s work. 
  • Serve as a development lead and supervisor to the Senior Digital Marketing Associate.

We typically deploy a mixed-methods approach to our designs to customize each project to the client and the questions they seek to answer. Our evaluation assignments tend to cluster into the following categories: program evaluation, survey research, and evaluation capacity-building.

Too often, evaluation perpetuates systemic inequity. Our intention is to leverage evaluation as a tool in service of equity.

We have committed to centering equity in every part of our work, including how we show up as individuals and as a team, how we design and do our work, and how we interact with clients, communities, and the field. Our commitments to this end include: 

  • Identify and interrupt bias. We consciously reflect on how our individual and team identities intersect with our work. We also support them in leveraging equitable evaluation to reimagine systems and structures in ways that accelerate their impact.
