Job Description

Under the general direction of the Manager, provides engineering support to Reliability Coordination as well as Real-Time Grid Operations and Market Operations.  Responsible for establishing and updating the operating limits to the Grid, documenting the associated operating procedures to support the safe and reliable operation of the system and modeling the market impacts of transmission constraints. Participates in the development of ISO policies and methodologies associated with the reliable operation of the transmission grid and the efficient operation of the ISO market.

What You Will Be Doing:

• Responsible for developing operating requirements and instructions in the outage plans and operating procedures to adhere to the NERC Reliability Standards, other requirements in accordance with pre-established guidelines and systems’ physical limitations, as well as pre-existing policies, practices and procedures.
• Prepares and conducts operating studies including power flow, contingency, short circuit, stability, and post-transient analyses, to maintain reliable operation of the grid for both Day Ahead and Real Time as needed.
• Provides back office support to Control Room shifted Reliability and Market Operations Engineers (RMOE) on day-to-day core job responsibilities such as; performing operating studies and coordinating outages with entities to develop Operating Plans prior to D+3, Operations Planning Analysis  and creating/enforcing/validating the transmission constraints for the ISO Day Ahead Market to ensure efficient market operations as well as RC West area reliable grid operations.
• Partners and provides RMOE perspective in assisting with Full Network Model (FNM) promotion process with Operations – Planning. Ensures the streamlined inclusion of requests from RMOEs into the FNM process deadlines then provides feedback to department engineers. 
• Assists in the onboarding of new team members. Provides detailed training on tools and processes to new engineers in order to prepare them for different assignments.
• Provides Engineering support and on technology enhancement projects requested by RMOE team, performs UAT, and acts as the liaison for RMOE team interfacing with internal Technology teams and external vendors. Tracks and follows up on enhancements as necessary.
• Serves as Operations Engineering expertise and support to other ISO Divisions and Departments as appropriate. Provides specific feedback and essential details relating to the ISO/RC West controlled grid and control area to ISO management.
• May represent ISO Operations Engineering interest in applicable WECC and other industry meetings as assigned.
• Develops, implements, and documents automated computer programs/tools, and other advanced analysis methods, to allow for comprehensive monitoring of operational performance of the transmission system and detection of transmission system problems.
• Solicits, collects, and analyzes issues reported by Control Room shifted RMOEs to provide support to OES Leadership team, as well as other Departments within the organization, in solving System Operations related issues.
• Maintains Control Room Shift RMOE Qualifications. May provide Control Room RMOE Day shift coverage on rare occasion if business needs arise.

Qualifications

Level of Education and Discipline

• A Bachelor's degree (BA, BS) in Electrical Engineering; concentration in Power preferred.  
• Master’s degree and/or Ph.D. preferred.

Certifications

• NERC Reliability Authority (or System Operator) Certification required or must be able to obtain NERC Certification within six months of employment.

Amount of Experience

• Two (2) or more years related experience.

Type of Experience

• Experience conducting simulation and analytical studies of electric power systems including transient stability and load flow analysis.

Under the general direction of the Manager, provides integration data modeling design and implementation support for all enterprise level applications. Participates in the strategy, development, and implementation of information models representing enterprise energy market subject matter used in data repository, systems integration technologies, and Common Information Model (CIM).  Subject matter expert in modeling and also coordinates with other business units and technology projects to assess, design, and implement changes to UML data models and associated integration. Contributes to the development and software engineering roadmaps, including the implementation and support of IT systems that maintain the enterprise UML model(s) as well as IT systems that maintain instance data based in the enterprise models. In the planning phase projects, works with business SME’s, product owners and IT analysts to fine tune the CIM modeling requirements related to application to application and business to business data exchange .  Thereafter, works with internal and external applications development teams related to development of web services based on the enterprise data models.

• Participates in the development and maintenance of enterprise UML model(s) representing CAISO network and commercial concepts such as business semantics and metadata workflow management.

Job Description

Under the general direction of the Manager of Transmission Assets, works on complex assignments and acts as technical expert to department staff, and provides expertise in support of Transmission Asset activities.  Ensures the ISO is in compliance with the Transmission Control Agreement (TCA) and is responsible for the implementation and enforcement of the ISO Transmission Maintenance Standards with respect to transmission facility (stations and associated equipment) maintenance.  Responsible for the administration of the Transmission Register, working with internal and external stakeholders to ensure the TR data is accurate.  Supports the ISO planning process phase three competitive solicitation process.

Your Work Would Consist Of:

• Oversees the implementation and enforcement of the ISO Transmission Maintenance Standards.  Conducts maintenance reviews of each PTO’s station maintenance records and facilities.  Analyzes results from the annual maintenance reviews, standard maintenance reporting system, and availability measures to identify any positive or negative trending, and makes appropriate recommendations to the ISO and PTOs that will result in overall improvements to grid reliability.
   
• Provides the primary administrative functions for the Transmission Register (TR) for internal and external stakeholders. 
   
• Provides station expertise and joint oversight in implementing the CAISO Transmission Planning Process Phase III competitive solicitation process. 
   
• Partners with and supports the Regional Transmission Engineering, Grid Operations, and others within the ISO to understand and resolve identified transmission facility related issues.  Trains and mentors others concerning transmission facilities and their function.  Resolves transmission facility maintenance related stakeholder issues.
   
• In partnership with the Manager of Transmission Assets, guides and sets goals to improve the functionality of the group and the overall department.  Actively participates in staff meetings, and identifies improvements to department practices, policies and processes.  Represents the ISO’s interests in public and industry forums.
   
• Ensures that Transmission Assets remains in compliance with FERC, NERC and other regulatory requirements relating to transmission maintenance.  Responsible for Transmission Assets transmission facility compliance reporting requirements.
   
• Leads the Transmission Maintenance Coordination Committee (TMCC) in the absence of the Director of Grid Assets.
   
• The position requires travel within the ISO’s footprint 5 to 7 times a year to inspect substation and high voltage equipment.

Qualifications

Level of Education and Discipline:

• A Bachelor's degree (BA, BS) required in Engineering. Focus in electrical power systems preferred.

Job Description

PRIMARY PURPOSE:

Under the general direction of the Manager, acts as a primary point of contact for transactional issues between the ISO and its Stakeholders/Customers addressing issues that may range from real time operational issues to settlement and dispute inquiries.  Initiates and coordinates resolution to business issues related to business operations, market transactions, ISO contracts, scheduling, real time operations, metering, settlements, ISO Tariff compliance, and information technology.

PRINCIPAL DUTIES AND RESPONSIBILITIES:  

• Serves as a primary point of contact for transactional issues between the ISO and its customers and stakeholders.  Provides customer care through phone support, issue management (CIDI), email, web inquiries and the Customer Support Desk/Real Time Operations.  Seeks to continuously improve customer phone management, CIDI management, self-help capability and communications including external change management communications and quality.  Supports the corporate strategic plan objectives of enhanced pro-active monitoring, improved responsiveness and quality of issue resolution, and identification and elimination of root causes of incoming issues.  Researches, analyzes, and coordinates resolution of customer’s market, business and operations issues with a focus on quality timely resolution.  Builds internal expertise on business processes and solutions and engages with SME’s as necessary.
   
• Provides support and continuously evolves and develops assigned areas of expertise.   Creates documentation, such as knowledge articles, for self-help capability and education of customers and stakeholders.  Responsible for overseeing the maintenance of issue management and knowledge management tools.  Accurately captures detailed subject matter expertise within assigned areasto provide customers with responses to complex questions and enable them to perform their business in accordance with ISO Tariff and Operating Procedures.  Proactively develops relationships and maintains a high standard of excellence in external and internal customer care.
   
• Develops and supports the evolution of the customer support model in collaboration with Account Managers.  Coordinates proactive outreach efforts, communications and issue resolution with Account Managers as required.  Monitors and refines Customer Service, Scheduling Coordinator and internal ISO business work flow and processes as they pertain to the business unit, to improve and enhance process efficiency.  Ensures department processes and procedures are accurately captured and followed.  Gathers information pertaining to issues and presents solutions to management to mitigate and maintain positive client relationships.
   
• Develops goals and action plans aligned to strategic initiatives to promote customer care within the company.  Oversees the activities of entry level Client Representatives and may direct the work of team members.  Participates in needs assessments, development and distribution of market notices to ensure accurate messaging and content. 

Qualifications

Level of Education and Discipline:

A Bachelor's degree (BA, BS) or equivalent education, training or experience in  Business, Engineering, Political Science or related field.

Amount of Experience:

Equivalent years of education and training, plus five (5) or more years related experience.

Type of Experience:

Client representative and customer service experience required.  In-depth knowledge of one of the following ISO/RTO areas required:  Market Design, Settlements, Grid Operations, Compliance or Metering.  Familiarity with ISO/RTO Operations, Settlements Policies and Procedures.

Additional Skills and Abilities:

Job Description

What You Will Be Doing

• Performs and reviews technical analyses and provides support for economic assessments of the transmission grid. Studies may include but are not limited to: new generation interconnections, controlled grid analyses, independent power flow, transient stability and post-transient analyses, and local capacity requirements. Proposes projects and mitigation alternatives as appropriate.
• Performs planning studies and produces annual transmission plans in coordination with transmission owners and stakeholders.
• Implements Transmission Planning Process and Generation Interconnection Process Business Practice Manuals. Self certifies that all NERC Standards applicable to a Planning Coordinator are met.
• Anticipates, identifies, and resolves engineering-related problems and potential problems. May propose solutions to issues and problems outside of assigned areas of responsibility. Participate in path rating studies and contingency analyses (including power flow, short circuit, stability, and post-transient analyses) to maintain reliable operation of the grid.
• Provides ongoing active participation in, guidance to, and technical support related to transmission system, renewable integration, customer services group, market operations and operations engineering and other departments within the ISO as required.
• Provides ISO management and other external entities with essential information relating to the ISO controlled grid and control area.
• May compile, analyze, and submit data and reports in compliance with external standards and requirements.
• Represents the ISO's interests in applicable WECC and related committees, work groups, and other public and industry forums.
• May provide basic training and guidance to Associate Engineers.

Qualifications

Level of Education and Discipline:

• A Bachelor's degree (BA, BS) or equivalent education, training or experience
• Advanced Degree preferred.
• Electrical Engineering or related field.

Amount of Experience:

• Two or more years directly related experience.

Type of Experience:

• Electric utility industry experience including emphasis in power system planning or operation. Familiarity with California Electric System or other portions of the WECC system. 
• Ability to run power flow programs such as GE-PSLF.
• Practical knowledge of PC hardware and software, general aptitude for computer programming language like python and the use of industry standard office tools, especially MS-Access and MS-Excel is required.
• Knowledge of statistics, quantitative economics, energy management, resource planning and related fields is desirable. 

Special Certifications of Technical Skills:

Job Description

PRIMARY PURPOSE:

Under the general direction of the Director, act as a technical expert responsible for performing assessments to ensure sufficient generation to maintain reliable service in the ISO footprint. Participate in the ISO’s long term assessment studies, develops generation resource adequacy metrics, and performs related complex modeling, simulations and calculations. Provides oversight of the generation resource transitions in the western interconnection including resource retirements and development activities.

PRINCIPAL DUTIES AND RESPONSIBILITIES:  

• Provides technical leadership and manages the generation resource assessment and planning studies and their incorporation into the CAISO’s long term planning process, with particular focus on the assessment of future resource technology enhancements. Contributes to the overall preparation of the CAISO 10 Year Transmission Plan and the 20 Year Outlook. Supports transmission planning initiatives, including, if necessary, providing evidence and testimony in regulatory proceedings addressing the need for transmission system reinforcement.
   
• Leads and supports industry consultation on the development of resource adequacy metrics, such as probabilistic loss-of-load or energy-not-served parameters. Manages the advancement of the industry’s understanding of the impacts and benefits of various approaches, and through a consultative process develops the appropriate thresholds such that reliable service is provided to Californians.
   
• Acts as the subject matter expert for resource potential in California and the West, and understanding business drivers for different types of generation including economic and market considerations. Serves as a representative of the CAISO to the industry in collaborative efforts on various economic and government initiatives investigating generation and energy technology potential. Provides leadership and subject matter expertise to support the ISO in external engagements. Participates in CPUC proceedings related to resource planning, submitting comments and testimony, as well as WECC and other regional adequacy evaluation efforts. Actively manages stakeholder issues and concerns.
   
• Participates in the ISO’s resource assessment and planning studies, and performs related complex deterministic and stochastic modeling, simulations and calculations including the 24-hour stack analysis and various scenario analyses.
   
• Provides guidance, sets daily work assignment priorities for staff as needed. Identifies staffing needs and mentors, coaches and trains staff to optimize the team.  Provides feedback to management regarding staff performance in support of the performance evaluation process.  May participate in department hiring activities such as interviewing and providing feedback on candidates' technical qualifications.

Qualifications

Level of Education and Discipline:

A Bachelor's degree (BA, BS) or equivalent education, training or experience in Engineering, Computer Science or Economics. Master Degree preferred.

Amount of Experience:

Equivalent years of education and training, plus six (6) or more years related experience.

Type of Experience:

• Vast experience in the areas of generation resource planning, generation project development, transmission planning, or a combination thereof.

Job Description

Under the general direction of the Manager, works on moderately complex engineering projects and provides engineering support to real-time grid operations and market operations for the California ISO.  Primarily responsible for establishing and updating the operating limits to the Grid, documenting the associated operating procedures to support the safe and reliable operation of the system and modeling the market impacts of transmission constraints.  Participates in the development of ISO policies and methodologies associated with the reliable operation of the transmission grid and the efficient operation of the ISO market.

• Supports and assists in the development and documentation of operating requirements and instructions in the outage plans and operating procedures to adhere to the NERC Reliability Standards, other requirements in accordance with pre-established guidelines and system's physical limitations, as well as pre-existing policies, practices and procedures. Prepares and conducts operating studies and contingency analyses, including power flow, short circuit, stability, and post-transient analyses, to maintain reliable operation of the grid.  Ensures compliance with internal procedures and government regulations.
• Acts as a point of contact for Operations Engineering, providing direct feedback to daily operational matters.  Attends operations planning meetings to communicate current day plan and the next day plan as required. 
• Models transmission constraints in the ISO market to ensure efficient market operations as well as reliable grip operations. Provides engineering support on model validation and abnormal market price investigations.
• Provides operations engineering support to ISO Divisions, and Departments as appropriate.  Provides specific and essential details relating to the ISO controlled grid and the control area to ISO management.
• May represent ISO Operations Engineering interests in applicable WECC and related committees, work groups, and other industry and/or public forums as assigned.  Compiles, analyzes, and submits data and reports in compliance with external standards and requirements.
• Assists in developing, implementing and documenting automated computer programs, and other advanced analysis methods, to allow for comprehensive monitoring of operational performance of the transmission system and detection of transmission system problems.

• Assist in the management of the CAISO stakeholder initiative processes related to market design, infrastructure planning, and generation interconnection.

Job Description

The person in this position serves as subject matter expert and technical lead within the PSTD department. Supports highly complex power system analytical assignments, leads technical discussions and implementation of software developments based on the Software Development Life Cycle (SDLC) methodology, including development/reviewing/approving functional and non-functional business requirements, software design, test plans, and integration plans for both electricity market systems and advanced power systems applications. Ensures test cases for software changes are consistent with intended business requirements to minimize exposure to any unintended business consequences. Acts as project lead to implement policy changes and Operational enhancements initiatives. • Leads project implementation teams to enable successful implementation of key projects and initiatives from inception to production delivery. Partners with project teams including project management office, policy, legal, and other ISO's operations business units, ensuring software development lifecycle of complex power systems software applications are successfully implemented based on industry best practices and SDLC methodology.

• Performs and leads duties needed to supplement designing, testing, documenting, user training or other such activities associated with market applications, power system advanced applications, and other support legacy applications, including coordination with external market participants during market simulations, and responding to market participants disputes or inquiries when necessary.
• Ensures complete and accurate documentation of implemented application or modification is developed and maintained to provide permanent records or system component and backup material with focus on adherence to requirements and compatibility of all segments of the project including the quality of work done by others.

Your Work Would Consist Of:

• Responsible for the production activities related to default energy bid calculations, including analysis of all components of the default bids, ensuring the accuracy of the inputs and calculation of the bids, and evaluating the impact on the market outcomes.

• Participates in market design and development efforts to identify new measures necessary to define opportunity costs for generating facilities.  Develops business procedures and methods as needed.
