Job Description

We are seeking a regulatory attorney for a Counsel or Senior Counsel position (depending on experience), to represent the California ISO in regulatory and legal proceedings before the Federal Energy Regulatory Commission, state public utilities commissions, federal and state courts, and other agencies.  The Regulatory Counsel/Senior Counsel provides legal advice to business units regarding compliance with the ISO tariff, federal and state regulations and laws, and reliability standards.  This position supports work to shape the future of the electrical energy industry and includes advising internal clients to further the ISO’s strategic objectives, including:

  • Enhance the wholesale electricity markets to support reliable grid operations in a rapidly changing environment 
  • Promote policies and planning rules to provide for the efficient development, retention, and dispatch of an optimal fleet of transmission and distribution connected resources
  • Undertake transmission planning and support infrastructure development
  • Develop resource adequacy strategies and enhancements

  • Represent the ISO at various external groups and industry forums to promote policy consistent with the ISO's responsibilities and objectives

  • Assists in the onboarding of new team members. Provides detailed training on tools and processes to new engineers in order to prepare them for different assignments.
  • Provides Engineering support and on technology enhancement projects requested by RMOE team, performs UAT, and acts as the liaison for RMOE team interfacing with internal Technology teams and external vendors. Tracks and follows up on enhancements as necessary.
  • Serves as Operations Engineering expertise and support to other ISO Divisions and Departments as appropriate. Provides specific feedback and essential details relating to the ISO/RC West controlled grid and control area to ISO management.
  • May represent ISO Operations Engineering interest in applicable WECC and other industry meetings as assigned.
  • Develops, implements, and documents automated computer programs/tools, and other advanced analysis methods, to allow for comprehensive monitoring of operational performance of the transmission system and detection of transmission system problems.

  • Gathers and interprets various meteorological data to formulate short and medium-range forecasts critical to the Bulk Electric System for the ISO and EIM entities. Validates and improves the accuracy of daily load (including weather inputs affecting load), wind, and solar forecasts. 
  • Provides meteorological insight and forecasting support to Operations and other internal groups as necessary. Identifies and alerts Operations division to meteorological events capable of jeopardizing system reliability.
  • Provides technical leadership on all aspects of onboarding and validating variable energy resources to ensure timely, accurate and consistent detailed short-term wind and solar forecasts are used in the real-time and day-ahead markets
  • Improves methods and procedures for collecting and processing demand, energy, weather, and economic data by analyzing historical and forecasted electric demand, generation, and energy trends and related data. 
  • Demonstrates a thorough knowledge of policy issues and related matters. Anticipates, identifies and resolves implementation problems and potential problems within assigned areas. May propose solutions to issues and problems outside of assigned areas of responsibility.
  • Acts as a project lead to coordinate the design, definition, testing, documentation, implementation and support of forecast applications.

Under the general direction of the Manager, is responsible for managing the ISO’s stakeholder process in the development of wholesale electricity market design and policy initiatives.  Stakeholders include regulatory agencies, power producers, consumers, industry associations, and market participants.  Manages and develops relationships with stakeholders to ensure appropriate stakeholder engagement in policy development and supports all aspects of the stakeholder process.   Represents the ISO related to stakeholder initiatives and partners with subject matter experts from other ISO divisions, including management, to facilitate effective stakeholder processes on a wide range of market design, policy, tariff and operational initiatives.  Responsible for understanding policy and market design elements and communicating such to internal and external stakeholders.   • Supports operations NERC Self Certifications and Audits. Oversees Tariff controls development, review and maturity efforts.  Advises other Operations business units to develop processes, procedures and operational controls.

Supports the implementation of process improvement recommendations including controls and automation of processes into software solutions.
  • Manages BPM change management process and coordinates with stakeholders, the BPM change manager and the BPM coordinators to ensure compliance to the tariff requirements. Tracks, maintains, reviews and approves as related to Proposed Revision Requests (PRRs). Trains new BPM Coordinators on BPM change management process and application process. Manages and updates BPM Change Management related documents.
  • Provides expertise and serves as a point-of-contact for the Customer Readiness team in order to advise on training and readiness issues. Supports our internal customers by providing information and knowledge and represents the Stakeholder Engagement and Customer Experience division. Attends, schedules and participates in business meetings, and collaborates with ISO colleagues to develop “best practices” policies and procedures and to identify and resolve issues. Job Description

Under the general direction of the Manager,  identifies, analyzes, manages and enforces tariff and interconnection agreement obligations for generation projects in the ISO interconnection queue, generator repowering and qualifying facility conversion.  Responsible for continually tracking agreement milestones to ensure the project is meeting the agreement terms and conditions, independently identifies and resolves complex issues and specialized technical queue information, ensures progress in negotiating amendments to interconnection agreements due to queue management approved modifications, and ensures the participating transmission owner is also meeting milestones.  Acts as a project manager with Interconnection Customers, Participating Transmission Owners and/or CAISO staff.  Independently analyzes and ensures information that is sent to interconnection customers is correct, validates generation technical data, ensures that milestones are implemented consistent with the agreement, and transmission upgrades required for the generation project to energize are on track.  Performs queue reporting, updates Resource Information Management System for corporate use and other related functions as appropriate.  Supports the contract negotiation process during high work load periods in independently negotiating interconnection amendments, assisting in analysis of issues for resolution and meetings with external customers and managing projects and other areas as necessary.

  • Administers the CAISO Tariff, including the interconnection agreements and interconnection procedures, as it pertains to the management of the generation interconnection queue, working directly and independently with CAISO, interconnection customers and Participating TO staff as required, including research, analysis and implementation of generator interconnection agreement modifications, analysis of agreement suspension and breach, and routinely coordinates with legal and at times with management to provide recommendations regarding issues associated with the pro forma portion of the CAISO Tariff and Generation Interconnection Agreement (GIA) to ensure compliance.
  • Acts as project manager for individual projects, analyzes on an ongoing basis the status of interconnection customer’s progress and their adherence to GIA documented project specific terms, milestones and conditions through direct communications and reports with interconnection customers, Participating TOs, external agencies, ISO interconnection specialists, ISO contract specialists, ISO engineers, and others.  Reports to management and legal when projects are not meeting the terms and conditions of the GIA and, based on investigations and inquiry, makes decisions on next steps for the ISO and PTO.  Communicates to interconnection customer when project is not meeting timelines or GIA terms. 
  • Leads or participates in development of new generation interconnection policy and discussions internally regarding development of the policy including independently adding ideas and authoring sections of the various stakeholder papers.  Then leads or participates in discussions with external customers and Participating TOs regarding the proposed policy.  Once the policy is determined, responsible for writing tariff language and defending the language in the stakeholder process.  Also responsible for writing the appropriate section(s) of the transmittal letter to FERC that legal then approves. 
  • Ensures policy related decisions regarding generation project compliance determinations are documented, memorialized, and included in a Business Practice Manual as applicable by developing an implementation plan.
  • Responsible for ensuring that queue management efforts are timely and accurately reflected in the Resource Interconnection Management System (RIMS) database, the on-line generation interconnection queue, and other applicable corporate databases that manage tracking of key dates and milestones of generation interconnection projects to ensure reliability of the grid.
  • As a project manager, maintains records storage and backup documentation of all interconnection customer correspondence.

  • Solid knowledge and experience in IT Architecture, Firewalls, Intrusion Detection/Prevention Systems (IDS/IPS), Web Application Firewalls (WAF), load balancers, web content filtering, next generation and network based anti-malware detection and threat prevention solutions, security incident and event management (SIEM) solutions, threat hunting, incident response, and data loss prevention (DLP) solutions. 
  • Prior experience with regulatory oversight (ie NERC/CIP) desired.

  • Excellent analytical, verbal and written communication and documentation skills required, with a demonstrated attention to detail. 
  • Excellent planning and organizational skills. 
  • Ability to use deductive reasoning and analytical thinking with sound judgment and decision-making skills. 
  • Strong interpersonal and conflict resolution skills are also essential. 
  • Must be self-starting and willing and able to work independently in a dynamic corporate organization under pressure of tight deadlines and aggressive expectations. 
  • Self-motivated, problem solving skills and the ability to influence others without direct authority.
