ProSidian Seeks a Environmental Equity Geographic Information Systems (GIS) Specialist (EJE6) (Engagement Team | Program Manager - Exempt 874-1 Consultant)
This service supports Sector Sector Clients (For Present / Future Requirements) and ProSidian Team Members work as part of a Engagement Team Cadre (Labor Category ) to fulfill FFP - Firm Fixed Price (FFP) Task Order (TO) requirements for a ProSidian Consulting is seeking a skilled and dedicated Geographic Information Systems (GIS) Specialist to join our team and support the Federal Energy Regulatory Commission (FERC) in its mission to promote environmental justice and equity. As a GIS Specialist, you will play a crucial role in the review and analysis of environmental assessment documents and policies from federal, state, and local agencies, specifically focusing on determinations of geographic reach for identifying and assessing infrastructure project impacts on environmental justice communities. Your expertise in GIS, environmental data analysis, and geospatial mapping with a focus on the impacts of pollutants and emission sources on communities of color, low-income communities, and other marginalized communities will be instrumental in ensuring equitable processes and outcomes. Your work will contribute to FERC's implementation of its first Equity Action Plan per Executive Order 13985.
The Executive Order on Advancing Racial Equity and Support for Underserved Communities Through the Federal Government, issued on January 20, 2021, aims to address systemic barriers and promote equal opportunity for underserved communities and individuals in the United States. The order emphasizes the importance of advancing equity, civil rights, racial justice, and equal opportunity across all federal agencies. It directs agencies to assess their programs and policies for perpetuating systemic barriers and develop strategies to deliver resources and benefits equitably to all. The order also establishes an interagency working group to gather and analyze data to inform efforts to measure and advance equity. Additionally, it revokes previous executive orders that were seen as hindering progress in this area.

- Conduct in-depth analysis of environmental assessment documents and policies from federal, state, and local agencies to determine geographic scope and identify potential impacts on environmental justice communities.
- Utilize GIS software and geospatial mapping tools to visually represent and analyze data related to pollutant and emission sources in proximity to marginalized communities.
- Collaborate with a multidisciplinary team to develop detailed reports that integrate environmental justice and equity considerations into FERC processes.
- Generate final reports that analyze the policies and practices of federal, state, and local agencies regarding geographic scope determinations for impacts on environmental justice communities.
- Create presentations to communicate findings, conclusions, and recommendations to stakeholders and decision-makers.
- Participate in staff briefings as needed to provide expertise and insights related to GIS and environmental data analysis.

Qualifications
- Proficiency in GIS software (e.g., ArcGIS, QGIS) and geospatial mapping tools.
- Strong analytical and data interpretation skills to assess environmental impacts on marginalized communities.
- Familiarity with environmental justice principles and experience working on projects with a focus on environmental equity.
- Excellent communication and presentation skills to effectively convey complex technical information to diverse audiences.
- Ability to work collaboratively in a team environment and to contribute effectively to multidisciplinary projects. Proficiency in GIS software (e.g., ArcGIS, QGIS) and geospatial mapping tools.
- Strong analytical and data interpretation skills to assess environmental impacts on marginalized communities.
- Familiarity with environmental justice principles and experience working on projects with a focus on environmental equity.
- Excellent communication and presentation skills to effectively convey complex technical information to diverse audiences.

- Bachelor's degree in Geography, Environmental Science, Urban Planning, or a related field.
- Master's degree in GIS, Geospatial Science, or a related discipline is highly desirable.
- Minimum of 3 years of relevant experience in GIS analysis, environmental data mapping, and environmental justice assessments.
- Prior experience working with federal, state, or local agencies on environmental assessment projects is advantageous.
- Demonstrated expertise in conducting environmental impact assessments with a focus on communities of color, low-income communities, and other marginalized communities.
- Experience working in the energy industry or with energy-related projects is a plus.
- U.S. Citizenship Required - You must be a United States Citizen
- Excellent oral and written communication skills (This employer participates in the e-Verify program)
- Proficient with Microsoft Office Products (Microsoft Word, Excel, PowerPoint, Publisher, & Adobe)
