Job Description
We are currently looking for a Senior Manager, Broadband Grants and Data Analytics to join our growing team. In this role, you will report to the Vice President Regulatory, Compliance and Broadband Office, as we work to attract hundreds of millions of dollars in state and federal grants to Brightspeed under the U.S. government’s Broadband, Equity, Accessibility and Deployment (BEAD) and various other state and federal broadband grant programs. You will play a critical role in managing and directing the technical project plans for grant application analysis and submissions, including directing the GIS and analytics work necessary for grant applications, protecting the company’s strategic build plan through challenges and broadband reporting, and regulatory reporting on service availability and deployment across Brightspeed’s 20-state operating footprint. You will need experience in project management, GIS, data analytic software, excellent written, verbal, and organizational skills, leadership and management skills as well as the ability to adapt in a rapidly changing and fast-paced environment. As a people leader, you will be managing a team responsible for modeling and mapping and will be working cross functionally with other business units, requiring demonstrated skills in coaching, influencing, problem-solving and collaboration.
As a Senior Manager, Broadband Grants and Data Analytics, your duties and responsibilities will include:
- Manage the Broadband Grant Office on all issues concerning the analytics and addresses and Broadband Serviceable Locations (BSLs) necessary for broadband grant applications, maintaining, and protecting Brightspeed’s service territory through challenges to grant programs, and regulatory filings with the Federal Communications Commission (FCC)
- Serve as lead project manager for the broadband grant team for the technical project plans needed for applications and broadband regulatory filings
- Support the Government and Legislative Affairs team on broadband issues pertaining to grant programs and matters impacting broadband builds before state administrative agencies, state legislatures, and local authorities
- Advise the business on complex matters regarding broadband grant programs, including drafting processes, business analyses, and risk assessments as needed
- Serve as trusted advisor to management and cross-functional teams on broadband grant addressing and mapping
- Provide direction, analysis and input on address reporting and management associated with reporting for Rural Digital Opportunity Fund (RDOF), grant compliance and other address related programs
- Deliver complex messages clearly and persuasively to regulators, government stakeholders in multiple states and technical/business audiences
- Support the legal department with analysis and mapping for litigation efforts and processes
Qualifications
WHAT IT TAKES TO CATCH OUR EYE:
- 5+ years of relevant work experience, preferably with experience in state or federal broadband grant programs and/or telecommunication regulatory filings
- Management experience
- Excellent writing and oral communication skills
- Strong project management, database management, and organizational are essential
- In-depth knowledge or demonstrated ability to understand complex cost-modeling, GIS mapping, network, technical, and economic concepts related to a network-related industry
- Demonstrated ability to work in a fast-paced, collegial, project-driven team environment
- Demonstrated ability to work in a cross-functional environment
